- Sources Sought Notice The Naval Medical Logistics Command (NMLC) is seeking sources to support the Defense Health Program and the Military Infectious Disease Research Program by performing a clinical treatment trial for scrub typhus in Thailand that involves patients who are poorly responsive to standard antibiotic treatment regimens. Completion of this project will extend knowledge of scrub typhus in Thailand where antibiotic resistance has been reported. The project will assist in characterizing the resistance and assess current and new treatment modalities. This research project is in support of the Naval Medical Research Center. The estimated period of performance of this project is 24 months. If capable sources are not identified through this notice, then NMLC intends to award a sole source contract under the authority of FAR 6.302-1 to Mahidol-Oxford Tropical Medicine Research Unit (MORU), Faculty of Tropical Medicine, Mahidol University, 3rd Floor, 60th Anniversary Chalermprakiat Building, 420/6 Rajvithee Road, 10400 Bangkok, Thailand for the performance of the described requirement. MORU is the only known source capable of successfully performing the clinical treatment trial for scrub typhus in Thailand. MORU consists of the main unit of MORU in Bangkok, which has microbiology, pharmacology, and administrative staff, offices and laboratories. The main unit is augmented by clinical and laboratory sites at Maesot on the Thai-Myanmar border in western Thailand and Chiangrai in northern Thailand which have antibiotic susceptible and antibiotic resistant areas for Orientia tsutsugamushi (O. Tsutsugamushi). MORU has a Pharmacology department responsible for accurate and sensitive antimalarial and antibiotic drug measurements in the biological fluids of patients participating in clinical trials. MORU has the technical capability, experience and state of the art laboratory equipment for: culture (6 biosafety cabinets, 8 CO2 incubators, light, fluorescence and Laser scanning confocal microscopes), molecular biology (PCR and qPCR thermocyclers, and electrophoresis equipment), immunology (FACS machine, ELISA washers and readers, ELISpot reader, Casey cell counter) and storage equipment (8 -80C freezers) to successfully isolate, culture, characterize, genotype, and store O. tsutsugamushi within the BSL-3 laboratory. MORU's laboratory and hospital sites have the unique capability to access and work with scrub typhus patients at two unique locations in a scrub typhus highly endemic region with both antibiotic susceptible and resistant populations of O. tsutsugamushi that is essential in conducting this study. This sources sought notice is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 1 (8.5 x 11 inch) page using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 9:00 AM Eastern Time, 05 July 2016.
