- a. Phones: The Contractor shall provide ten (10) smart phones with services capable of providing electronic mail, GPS mapping services and services to include voice and text for all cellular devices. STATEMENT OF WORK Cellular Telephones & Internet Cards 7th SFG (A), ODA 7216, Guatemala 1. General: This is a non-personal services contract to provide cellular services with monthly plans to support personnel from the 7th Special Forces Group (Airborne) on temporary duty in Guatemala. The contractor shall provide all equipment, materials, supplies, repair parts, and any other equipment and personnel to accomplish the services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. a. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform cellular services with monthly plans as defined in this Statement of Work except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. b. Background: Special Forces Operational Detachment-Alpha (SFODA) conducts training with Guatemala military and police forces. SFODA personnel are required to maintain contact via cellular phone or text messaging. 2. Objectives: The contractor provides ten (10) cellular phones and twelve (12) plug-in internet modems. 3. Period of Performance: July 2016 through July 2017 -exact dates to be determined Option Year 1: July 2017 to July 2018-exact dates to be determined Option Year 2: July 2018 to July 2019-exact dates to be determined 4. Key Personnel: The following personnel are considered key personnel by the government: Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer (KO). The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available 24 hours a day 7 days a week. 5. Specifications: a. Phones: The Contractor shall provide ten (10) smart phones with services capable of providing electronic mail, GPS mapping services and services to include voice and text for all cellular devices. 1. Each cellular phone shall include its own wall charging cable, 12 volt vehicle charger, computer synching cable, and user manual. 2. Each cellular phone will be under warranty in the event phone would break. A 24 hour turn-around time will be accepted for a replacement device. b. Service: The Contractor shall provide the users the ability to place and receive phone calls over a 3G Network without interruption when each device's battery is fully charged. Each smart cellular phone shall require the following services: 1. Domestic and International calling capability. 2. Text message capability (sending/receiving). 3. Storage capability will be a minimum of 8 Gb of storage.(phone contacts, call logs, usage time, photos, etc). 4. Electronic mail (Email) capability (sending/receiving). 5. WIFI capability/connectivity. 6. Voice-mail. 7. Minimum data plan 4GB per phone per month. 8. 1500 talk and text units a month per phone. 9. GPS capability; must display position, mark locations as waypoints, store, and export map tracks. 10.. Camera. 5 mega pixels minimum. c. Internet Cards: The Contractor shall provide twelve (12) plug-in internet modems, similar to an Internet Stick, capable of providing internet service away from WIFI hotspots, with monthly recharge services on Internet Sticks to local GSM data network. 1. Data plans shall be 8 GB a month per Internet Stick/Recharge. 2. Each Internet Card shall be accompanied by a SIMS Card and user manual. 3. Each Internet Card will need to be under warranty, 24 hour turn-around time for a replacement device. 6. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's quality control program is the means by which he assures himself that his work complies with the requirement of the contract. Quality control program will evaluate services every 90 days throughout the contract. After acceptance of the quality control plan the contractor shall receive the contracting officer's acceptance in writing of any proposed change to his QC system. 7. Terms of Operation: The contractor is responsible for providing support for any issues or concerns that may arise with the services they are required to provide. Services shall not be stopped if payment for 24 hours services has been agreed upon. 8. Place of Performance: The work to be performed under this contract will be performed throughout Guatemala and on occasion all other countries in Central America. Cellular, email, internet service must be available. 9. Type of Contract: The government will award Firm-Fixed Price (FFP). 10. Key Personnel: The following personnel are considered key personnel by the government: Contract Manager. The contract manager or alternate shall be available 24 hours a day 7 days a week. 10. Definitions and Acronyms: a. Definitions: 1. Contractor. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime. 2. Contracting Officer. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government. 3. Contracting Officer's Representative (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract. 4. Defective Service. A service output that does not meet the standard of performance associated with the Performance Work Statement. 5. Deliverable. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports. 6. Key Personnel. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the SOW. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal. 7. Physical Security. Actions that prevent the loss or damage of Government property. 8. Quality Assurance. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards. 9. Quality Assurance Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance. 10. Quality Control. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements. 11. Subcontractor. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor. contract. 12. Workday.
