Description

The National Cemetery Administration (NCA) will shortly issue a requirement for Interment Operations and Total Grounds Maintenance services for the following cemetery: Yellowstone National Cemetery 55 Buffalo Trail Road Laurel, MT 59044 This requirement will be 100% set-aside for Service-Disabled, Veteran-Owned Small Business Concerns. The respective NAICS Code is: 561730, Size Standard is $7.5M, or as subsequently revised prior to award. Contractor shall provide all labor, supervision, material, equipment, tools and supplies to complete grave excavations, interments, and grounds and facility maintenance services to maintain the Yellowstone National Cemetery located at 55 Buffalo Trail Road, Laurel, MT 59044, following National Cemetery Administration standards. The period of performance for this pending service requirement will be for a 12 month base period, and four, follow-on option periods (12 months each). The overall requirement will be for five years should the Government elect to exercise all option periods. An itemization of tentative service requirements is as follows: 1.Providing all grounds maintenance services including, but not limited to: maintenance of grounds, regular mowing, weed eating, blade edging, trimming, removal of leaves and debris, as well as, sweeping or blowing off roads and sidewalks, and trash removal. 2.Turf Maintenance: Proper fertilizing, weeding, sodding and seeding of turf; 3.Turf surrounding a headstone is trimmed to its recommended height; 4.Irrigation system regular maintenance and operation; 5.Plant and tree maintenance, to include mulch beds; 6.Aggregate walking path maintenance and repair; 7.Initial and replacement headstone setting; 8.Maintenance of gravesites headstones and re-establishment of turf; 9.Headstone cleaning and raise and realignment maintenance; 10.Sunken grave repair; 11.Grave excavation and backfilling, interments, and disinterment (casketed and cremains) and re-establishment of turf; 12.Snow and ice removal. 13.Placement and removal of flags (Memorial Day preparation); 14.Special event set-up and tear-down to include, but not limited to, general assembly chairs and speaker podium (non-electrical); 15.Clean and sanitize public restrooms; 16.Empty and service the vault toilets; 17.Clean kiosk/covered directory, committal service area; 18.Maintaining the Contractor Staging Area and a storage structure/container for the headstones and gravesite flags; Evaluation criteria and offeror submission requirements will be identified in the subsequently issued Request for Proposal that will be available for download from http://www.fbo.gov on or about June 24, 2016.
