- Note: This notice is published in accordance with Federal Acquisition Part (FAR) Part 10, Market Research and FAR Part 15, Exchanges with Industry before Receipt of Proposal. This notice serves as a Sources Sought in support of market research and/or planning purposes only and does not constitute a solicitation. This notice is not a confirmation that the Government will contract for the items or services contained in the sources sought, nor is any commitment on the part of the Government to award a contract implied. This notice does NOT constitute an Invitation to Bid, a Request for Proposal, or a Request for Quote. The Government shall not pay and/or reimburse respondents and/or associates for any costs incurred to submit the requested information. All information received in response to this sources sought that is marked Proprietary will be handled accordingly. In accordance with FAR 15.201(c), response to this sources sought is not offers and cannot be accepted by the Government to form a binding contract. The Philadelphia Veterans Affairs Medical Center, University and Woodland Avenues Philadelphia, PA 19104 has a need for implementation of a reusable sharps container program. The draft statement of work is attached. The purpose of this is to seek capable and responsible sources interested in performing this service. Responses will assist the Government with developing its acquisition strategy to include socio-economic set-asides. If you are interested in performing this service, please provide a brief statement of your capabilities. Additionally, if you have an existing GSA Federal Supply Schedule (GSA FSS) contract that you believe is within scope of this effort, please provide your GSA FSS contract number. Finally, if you believe there are ambiguities in the draft SOW, please identify them. Note that the Government will not answer questions about this requirement at this time. Description/Specifications/Statement of Work The Philadelphia Veterans Affairs Medical Center (PVAMC), a division of the United States Government's Department of Veterans Affairs (VA), has a need for implementation of a reusable sharps container program. The reusable sharps program will involve installation of reusable sharps containers and required hardware and management of sharps waste in accordance with federal, state, and local requirements throughout the Medical Center and Nursing Home. After installation of containers, the contractor will provide training to staff on proper use of sharps containers and infectious and sharps waste segregation; monitoring and collection of each container that is fin provide timely collection of full containers; arrange for disposal of sharps in accordance with federal, state and local requirements, and provide replacement of full reusable sharps containers with clean and sanitized reusable sharps containers to all collection areas in a timely manner. PURPOSE: The intent of the proposed contract is for the contractor to provide all necessary permits, labor, supervision, management, management support, transportation, supplies, equipment, and materials to collect Reusable Sharps in secure fashion from each point of origination through delivery to ultimate destination facility for disposal in accordance with federal, state and local requirements. The contractor shall provide training to make all staff aware of procedures to properly dispose of infectious and sharps wastes. Each site will generally require regular pick-ups, on a schedule to be determined, but initially this shall take place at least 3 times per week in the medical center and nursing home, and at least every two weeks in off-site locations. Contractor will provide accumulation data to the designated COTR after each pickup. A more refined schedule will be determined after evaluation by the Medical Center COFR from reports issued by the Contractor.
