- Sole Source Justification This notice is hereby issued in accordance with FAR 5.203. It is the intent of the National Severe Storms Laboratory to negotiate a firm fixed price purchase order under authority of FAR 13.106-1(b), as there is only one responsible source and no other supplies or services will satisfy the agency requirements. The Government intends to negotiate solely with Rotating Precision Mechanisms, Inc., of Northridge, California, for this requirement. The sole source determination is based on the National Severe Storms Laboratory's (NSSL) requirement for spare parts for several key components of a pedestal / elevation rotator being fabricated for use in NSSL's Advanced Technology Demonstrator (ATD) radar. The ATD testbed is being developed by MIT Lincoln Laboratory (MIT/LL), within the Multimission Phased-Array Radar (MPAR) program. The ATD will eventually be installed at NSSL facilities in Norman, OK, for testing and evaluation. Following the test and evaluation period, NSSL will continue to utilize the ATD for weather applications research for another 5-10 years. The objective is to obtain necessary spare parts for the elevation rotator and to test the spares with the original equipment prior to delivery. The NAICS code for this acquisition is 334511; the associated size standard is 1250 employees. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
