Description

Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of potential qualified Large, Non-Profit, and Small Businesses, including Service Disabled Veteran Owned and Veteran Owned Small Businesses interested and capable of performing the work. Interested Contractors should respond to this notice NOT LATER THAN June 30th by providing the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email of primary point of contact (e) DUNS number (f) Type of small business, if applicable, (e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business) and (g) A capability statement that addresses the organization's qualifications and ability to perform as a contractor for the work described below. The U.S. Department of Veterans Affairs (VA) is seeking a contractor to assist with the provision of housing placement and case management services through the HUD-VASH program and an award for Project based VASH to developer Shangri-LA to develop and care for up to 400 homeless Veterans. HUD-VASH is a partnership between the U.S. Department of Housing and Urban Development (HUD) and VA Supportive Housing (VASH) to place and maintain homeless Veterans in permanent, community based housing using HUD Section 8 Housing Choice Vouchers that are paired with ongoing case management services. Many of these Veterans have co-morbid conditions that include serious and debilitating mental health conditions, substance addictions, and other serious medical conditions. VA intends to engage a Contractor to provide ongoing case management services to HUD-VASH eligible Veterans and their families residing in a Shangri-LA project based HUD-VASH developed permanent supportive housing units for Veterans. Contractors that are interested in providing these services should be aware that HUD-VASH is a national program serving Veterans and their families throughout the country. This program continues to expand and has become one of the largest VA interventions to assist homeless Veterans. It represents on of VA's most significant efforts to achieve the President's goal of ending homelessness among Veterans. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered and verified with the Vet-Biz Registry located at http://vip.vetbiz.gov. It is the VA's intention to solicit proposals on a competitive basis for a Firm-Fixed Price contract. The contract will be awarded as a base year (one year from date of award), with four (4) one-year renewal options that can be exercised at the option of the Government. The impending solicitation will be issued as a commercial item in accordance with FAR Part 12 and FAR Part 15. NAICS is 624229. A solicitation is expected to be issued on or about July 11, 2016 with a submission due date of July 25, 2016. A pre-solicitation notice will be issued in the next week.
