- REQ/SOLICITATION #6205030EQ0001 THIS SOLICITATION IS BEING ISSUED AS A REQUEST FOR QUOTATION Daily News Briefing for the US Small Business Administration (SBA) Office of Communication and Public Liaison (OCPL) THIS ACQUISITION IS A FIRM FIXED PRICE REQUIREMENT SET-ASIDE 100% FOR SMALL BUSINESS PARTICIPATION PERIOD OF PERFORMANCE AUGUST 1, 2016 THROUGH JULY 31, 2017 WITH FOUR ONE YEAR OPTION PERIODS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The NAICS is 519190 and the Small Business Size Standard is $27.5 million. Summary The following details the U.S. Small Business Administration (SBA) requirement for daily news briefing which will summarize, interpret, and electronically disseminate print, radio and broadcast television news related to SBA interests. This news briefing will afford SBA executives, Public Affairs staff, and other SBA staff comprehensive situational awareness of important developments on SBA issues as reported in the national and international news media. A. Background SBA's Office of Communication and Public Liaison (OCPL) is the primary office for all SBA communications. The Associate Administrator for the office serves as advisor to the Administrator on all issues concerning short-term and long-term strategic communications. The office serves as the principal news media gateway for official agency announcements, all social media platforms, website, press releases and statements, speeches, congressional and public hearing testimony and other documents of public interest. In its efforts to respond to media inquiries, strategically manage agency external public communications, and better enable the dissemination of public information during an emergency response activity, OCPL needs the ability to monitor social media, breaking news, editorials, longer form journalism projects, and the larger public conversation about impacts related to the small business and entrepreneurial community. A daily news briefing service affords OCPL this capability. B. Scope or Objectives The Office of Communications and Public Liaison seeks to provide all SBA personnel with a customized news briefing service of national and local media coverage focusing on SBA work and other topical areas of interest selected by SBA. This service shall allow personnel to have better situational awareness, as well as better support both proactive and reactive public communications strategies. The news briefing shall be provided to SBA each day by 7 a.m. ET electronically and shall contain a topical index, summaries of stories, and links to media coverage. The briefing will be a news analysis as described under the Work Requirements below and will contain a link to full news clips obtained from a third-party content provider, such as Factiva, Lexis Nexis or similar service. The third-party content provider may or may not be obtained by SBA. The news brief service shall be available via any internet-connected computer and mobile device. This news briefing service shall be broad in scope, comprehensive in nature, and shall allow SBA executives and other employees to keep current on SBA media coverage. In responding to the RFP, the contractor must provide a sample report to SBA. SBA requests that the sample briefing be drawn from the day that quotes are due to SBA. C. 1. PERFORMANCE WORK STATEMENT A. Technical Requirements The contractor shall prepare and deliver the morning briefing written and edited by news analysts familiar with SBA's mission and responsibilities along with news of interest that is more general in nature and contains breaking or major news that is not necessarily focused on SBA. The contractor's deliverable product must provide: 1. Proven, extensive knowledge of the federal government, SBA, and small business policy. 2. A custom briefing. Use of human analysts to: a. Find and review articles and broadcasts from major U.S. newspapers, national television and cable news, radio, newsweeklies, relevant magazines and journals, blogs, specialty press, etc.; b. Apply its understanding of SBA's mission and interests; c. Determine which aspects of each story, if any, are important to the readership of the deliverable; d. Edit out all information (not stories, but parts of stories) that is redundant or irrelevant; e. Weave the important information together for each daily briefing topic, so that it reads like a single story rather than what it really is, a subset of myriad stories on the same topic; f. Interweave news from all sources, including social media, blogs, print, radio and television; and g. Characterize the coverage such that SBA officials can quickly get a sense of how widely various story elements were run. Note that SBA is specifically not requesting toning of articles. 3. a summary listing of all headlines from major papers and newscasts nationwide; 4. links within the briefing to the original full-text versions when available on the original publishers' websites and to streaming video of important television as originally broadcast; 5. ability to track click rates on links in the briefs and provide a heat map to see readership interest in reading the full article; 6. delivery of briefing to SBA for their internal use via maintained listservs that send the briefings to html based email through Outlook and mobile devices/smart phones, tablet friendly format; and Kindle and e-Readers; 7. exceptional customer service, including 24/7 access by SBA to contractor's account managers, analysts, and senior managers, to permit last-minute changes to topics, deadlines, and specific guidance from the SBA to the contractor regarding stories to be included and the extent of coverage desired. All content must be extremely fresh, meaning it was published or broadcast essentially concurrent with or since the most recent previous briefing; and 8. Cover the following content areas, which will be organized at the discretion of the contractor but which should be loosely based on SBA topics similar to those below: a. Young Entrepreneurs o. Veterans p. Boots to Business q. Veteran Women Igniting the Spirit of Entrepreneurship (V-WISE) r. Entrepreneurship Bootcamp for Veterans with Disabilities s. Veterans Business Outreach Centers t. State Trade and Export Promotion (STEP) Program u. Surety Bond Guarantee Program v. Small Business Investment Company Program (SBIC) w. And other future events and topic areas that will be provided to Contractor for inclusion Formatting of the briefings will be at the discretion of the contractor, but they must be easy to read with a reasonable type and size font. In addition, the briefings must be able to print on an 8.5 by 11 sheet of paper without reducing the size of the font or altering the format. The briefings shall be current, drawn from that morning's news sources. Coverage from weekly magazines shall be included in the Monday briefing. The contractor shall deliver the briefing by 7 a.m. ET. This briefing will go to a listserv maintained by the contractor of approximately 10 people. In addition to the analysis with requirements outlined above, this briefing shall include a link to a third-party content provider such as Factiva, Lexis Nexis or similar service obtained by SBA or the contractor, that will have the full news clips for readers. SBA will provide the contractor with the names and email addresses of SBA employees who will be included in the listserv. The listservs will be maintained by the contractor. The contractor shall provide SBA with the names of 2 to 3 individuals to whom SBA will send updates to the listservs. The contractor is expected to update the listservs within 24 hours of receiving a request, except on weekends and holidays, when the update to the listservs will occur on the next business workday. All briefings shall be delivered daily, Monday through Friday (including stories for Saturdays, Sundays, and holidays delivered on the next business workday) and observing the legal holidays below. Redistribution to non-SBA employees, to include but not limited to other contractors or vendors, shall require prior approval from the contractor. 2.0 DELIVERABLES The Contractor shall electronically deliver a daily news briefing each business day by 7:00 am EST in accordance with the PWS and sent to approximately 10 people as identified by the SBA Contracting Officer's Representative (COR). 3.0 TRAVEL Contractor travel is not required. 4.0 OTHER DIRECT COSTS N/A 5.0 PLACE OF PERFORMANCE Contractor's location. 6.0 PERIOD OF PERFORMANCE August 1, 2016 - July 31, 2017 with four (4) one year option periods. D. MANDATORY REQUIREMENTS 1. All offerors must be registered in and have completed certifications in the System for Award Management or SAM which is the Official US Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. This is NO fee to register for this site. Entities may register at no cost directly from https://www.sam.gov/portal/SAM/#1 No award will be made to any offeror not registered in SAM. 2. All offerors must list NAICS Code 519190 in their certifications. E. PAYMENTS/BILLING Payment will be made monthly in arrears, electronically. Invoices shall be submitted electronically to JAAMSSCP@sba.gov. F. EVALUATION FACTORS The evaluation criteria for this Statement of Work are, in descending order of importance: • Ability to provide the basic elements described in the statement of work immediately upon the starting date of the contract. • Past Performance • Price Ability to meet the services requirement is more important than Price. Ability to meet the schedule The Contractor must be able to provide the basic elements services as described in the statement of work immediately upon the start date of the contract. The Contractor will be evaluated on: a. Ability to provide a daily national sweep of all media that have a presence on the Internet, based on a customized list of key words that will be delivered by email by 7 a.m. ET, daily in an easy to use format with hyperlinks to web sites. b. Ability to provide/report back briefing open rates. Past Performance This section shall not exceed 10 pages in length. A contractor will be evaluated on performance under existing contracts and past performance on prior contracts for similar services or deliverables, as specified in the Statement of Work. The SBA Team will focus on information that demonstrates the quality of the work performance relative to its complexity. Evaluation will include assessment of the contractor's commitment to customer satisfaction, and the quality of services delivered at fair and reasonable prices. The vendor will be evaluated on: a. Past experience with providing services of similar scope as described in the Statement of Work. b. Ability to work as part of an integrated team with federal agency staff. Price The vendor will be evaluated on cost realism, which is defined as the Contractor's ability to project costs and prices that are reasonable and reflect an understanding of the nature and extent of the work and services to be provided. G. QUOTATION SUBMISSION IT IS STRONGLY ENCOURAGED THAT THIS ENTIRE SOLICITATION BE READ THOROUGHLY. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88 THROUGH June 15, 2016. 52.217-8 -- Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 calendar days. (End of Clause) 52.217-9 -- Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 calendar days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years.
