- Sources Sought The Bureau of Land Management (BLM) Farmington District Office (FDO), Farmington, NM is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for engineering services. In addition to searching the market for qualified vendors, the results of the sources sought will be utilized to determine if any Small Business Set-Aside opportunities exist. The applicable North American Industry Classification System (NAICS) code assigned is 541330 Engineering Services. It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than ten pages in length, single spaced, 12 point font minimum) demonstrating the contractor's ability to meet the BLM's Statement of Work and Attachment A for the engineering services. This documentation must address, at a minimum, the following: 1. Company Name; Company Address; Company Business Size, and Point-of-Contact name, phone/fax number, and email address; 2. Company profile to include office location, DUNs number, and a statement regarding current small/large business status; 3. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability; 4. Prior/current experience in the last ten years, including contract number, organization supported indication of whether as a prime or subcontractor, contract values, point of contact with current telephone number, and a brief description of how the referenced contract relates to the BLM's minimum Statement of Work. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. NOTE: Submitted capability packages shall not include any pricing information. If pricing information is included within the capability package it will not be reviewed or considered by the BLM. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Interested parties are invited to submit all questions by 1500 ET on July 5, 2016 (no questions will be accepted after this time/date). All capability packages must be submitted by 1700 ET July 7, 2016 to Eleanor Tippeconnie, Contract Specialist, by email at etippeco@blm.gov. STATEMENT OF WORK: The Capillary Barrier (CAP) designed for the Lee Acre Landfill is in place. The design and construction of the capillary barrier was a joint effort between the Bureau of Land Management (BLM), the Environmental Protection Agency (EPA), San Juan County New Mexico, with consulting support from contractor. BLM and EPA agree to continue CAP monitoring for the next five years (2016 - 2021). Performing monitoring and maintenance on this site managed under the authority of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) require experience and expertise in the area of concern, a minimum of 10 years of landfill cover work experience, and a registered professional engineer (PE) is recommended. Scope of Work: Task 1 - Conduct ten (10) site visits. Requirements - Site visits will be conducted as described in the Lee Acres Remedial Action Work Plan, Appendix E, Monitoring Plan & Procedures (Attached). Monitoring will be performed semiannually for the next five years unless notified by the Project Manager of a change of schedule. Deliverables - The Contractor will provide a trip report with the following information: Discussion of observation. Any data collected. Recommendations of CAP integrity and associated monitoring equipment Provide electronic copy of report to point of contact. Task 2 - Provide Technical Assistance and Support to the Farmington District Office (FDO). Requirements - Attend Lee Acres Five Year Review meetings and/or other public and agency meetings to provide technical expertise to the public or other agency personnel concerning the efficacy of the Lee Acres Capillary Barrier. Prepare and present presentations related to the Lee Acres Capillary Barrier as requested by FOO. Deliverable - The Contractor will provide a trip report with the following information: Documentation of the nature of the meeting or other event attended. Copies of presentations proposed or delivered. Task 3 - Document Preparation and Review. Requirements - Provide assistance in the preparation and review of Lee Acres Five Year Review reports. Deliverables - Written comments of all documents reviewed in support of the Lee Acres Five Year Review reports. All work requested will be under the direction of the Lee Acres Project Manager. Task 4 - Submit all invoices electronically via the Internet Payment Platform (IPP); reference DOI Clause, DOI Electronic Invoicing and Payment Requirements - IPP. Schedule: The deliverables will be submitted to the Point of Contact as follows: Trip Reports - Due twenty (20) calendar days from the date of visit. Document review comments due within (20) calendar days from the date the draft document was provided by the Lee Acres Project Manager. APPENDIX D: Monitoring Plan & Procedures, Post Closure Monitoring of the Lee Acres Landfill. Regulations for hazardous waste facilities presented in 40 CFR §264.118 require facility owners or operators to prepare a written post-closure plan that includes a description of the post-closure monitoring activities and the frequency of such activities. The purpose of these activities is to ensure the integrity of the cover system and the function of the monitoring equipment. Maintenance activities will be directly dependent on monitoring issues found during these inspections. An important feature of the landfill cover monitoring is the inclusion of lysimeters installed under the cover profile. There will be two Iysimeters installed. One will be installed directly above the northern lagoon while the second above the southern lagoon. The lagoons are presumed to be the direct cause of contaminant increases in the groundwater and consequently are the points of most concern with regard to preventing further infiltration into the existing plumes. Initially an annual flux of 1.3 mm/year will be used as the initial alert level for determining the effectiveness of the cover system. There is no universally accepted performance standard for landfills at this time. Studies at the Rocky Mountain Arsenal superfund site in Denver, Colorado are using 1.3 mm/year as an acceptable flux for the cover systems installed there over highly contaminated sites based on such studies that include the lysimeter measurement accuracies and phenomena such as barometric pumping of moisture within the soil profile. APPENDIX E:Personnel responsible for performing monitoring and maintenance duties on a CERCLA site generally must have extensive experience and expertise in the area of concern. It is recommended that personnel performing monitoring on the landfill cover system and Iysimeters have a minimum of 10 years of landfill cover experience and be a registered professional engineer. The agencies responsible for groundwater monitoring and maintenance must have direct knowledge of the site and adequate training to perform the duties. Key entities for the monitoring of the Lee Acres Landfill are as follows: (1) a Bureau of Land Management (BLM) hired contractor with qualifications and experience in landfill covers will perform monitoring of the landfill cover system; (2) the United States Geological Survey (USGS) will be retained under a task order to perform groundwater monitoring; (3) the County of San Juan, New Mexico will perform maintenance activities. All of these functions will be performed under the direction of the BLM. The landfill monitoring contractor will be required to have at least 10 years of experience in the landfill cover field and be a registered professional engineer (PE). The USGS has been performing the groundwater monitoring and does so at many sites. The County of San Juan will construct the landfill and has similar expertise in various other county facilities. All County of San Juan maintenance activities will be performed under the direction of BLM cap monitoring contractor or the BLM Project Manager. The monitoring will be performed quarterly for the first two years after installation of the final landfill cover. After this two-year period and if all systems are performing satisfactorily, the monitoring will be performed on a semi-annual basis for three more years. Again, if the cover is performing satisfactorily, after this five-year period, the BLM and EPA may negotiate to reduce the type and frequency of monitoring.
