Description
Sources Sought for software to do simulations of Electron Backscatter Patterns using dynamical electron diffraction theory The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing software to do simulations of Electron Backscatter Patterns using dynamical electron diffraction theory. The purpose of this notice is to identify organizations capable of meeting these requirements. This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. After results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. NIST is aware of one vendor, who offers services meeting these requirements, and will use the results of this sources sought notice to determine whether to proceed on a sole source basis or competitively if it is determined that other commercial vendors could potentially meet NIST's needs. NIST is seeking responses from all responsible vendors, including large and small businesses. This requirement is assigned a NAICS code of 511210 with a small business size standard of $38.5M. Interested business organizations that believe they may be capable of meeting NIST's desired specifications detailed below should provide a capability statement demonstrating the ability of the vendor to meet all of NIST's requirements. Vendors may provide supplemental information within this document or as an attachment at their discretion. NIST is seeking Electron Backscatter Diffractions (EBSD) software. The software must calculate high resolution simulations of Electron Backscatter Diffraction patterns. The software must be able to operate on a Windows-based PC and simulate patterns using a variety of approaches. Including kinematical and dynamical electron diffraction theory, and display the results using multiple projections including gnomonic, stereographic and spherical. It must be able to vary a number of materials parameters including crystal structure, crystal strain and crystal orientation, and experimental parameters such as system calibration and microscope voltage. The software must be flexible to be used for tasks such as: (1) the generation of high quality simulations from crystals with different levels of strain for investigations of strain measurement by EBSD; (2) phase identification, comparing experimental observations and simulations on a quantitative basis; and (3) full field EBSD pattern analysis. The software must be able to import crystal data using common data formats such as CIF, CEL and XML, and import EBSD patterns using the common graphics formats. It shall be able to export results (simulated patterns) in common graphics formats.
