- Description
- The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Elizabeth City, North Carolina intends to issue a solicitation for a fixed priced Indefinite Quantity, Indefinite Delivery (IDIQ) contract to obtain comprehensive engine support for the AE2100D2 and AE2100D3 engines. The AE2100D3 engine is used on the USCG's HC-130J aircraft and the AE2100D2 engine is used on the USCG's HC-27J aircraft. The period of performance will consist of a one (1) year base period and nine (9) one-year option periods, renewable annually at the Government's discretion. The total period of performance will not exceed ten (10) years in duration if all option periods are exercised. Task orders will be issued on a firm-fixed priced engine flight hour basis. Comprehensive engine support requires the awardee meet minimum mission readiness requirements, minimum availability requirements, provide program management, engineering and logistics support, OEM parts, Original Equipment Manufacturer (OEM) component and module replenishment, and OEM technical publication support. Field Service Representative (FSR) support is also required. In addition to the engine support, USCG requires the contractor accomplish complete overhaul of the Quick Engine Change Assemblies (QECA) for the HC-130J aircraft to a Ready-for-Issue (RFI) condition in accordance with OEM specifications. As a standard of quality and airworthiness, interested parties are advised that the possession of a license issued by the original equipment manufacturer (OEM) is required in order to be considered. The OEM for the AE2100D2/D3 engines is Rolls Royce Corporation of Indianapolis, IN. The solicitation will be issued in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 15, Contract by Negotiation. The Request for Proposal will be issued on or about 22 July 2016 via the Federal Business Opportunities (FedBizOpps) website at http://www.eps.gov. The RFP number is HSCG38-16-R-H00004. The RFP will be issued on an unrestricted basis. The North American Industrial Classification Code (NAICS) is 488190 and the small business size standard is $32.5M in average annual receipts. All interested parties may submit a proposal which will be considered by the USCG. The Government will award a firm-fixed priced contract resulting from the RFP to the responsible offeror whose conformance to the RFP will be most advantageous to the Government, price and other factors considered which will be identified in the RFP. Anticipated date of award is on or about 30 July 2017.
