If you have not submitted a response please do so. **** Sources Sought Announcement for Indefinite-Delivery, Indefinite-Quantity (IDIQ) W912GB-16-X-0013 - Playground Equipment Installation This announcement seeks information from industry which will be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 1. AGENCY: The U.S. Army Corps of Engineers (USACE), Europe District (NAU), is conducting market research to determine potential sources having the qualification, experience, and bonding necessary to perform the described work. 2. NAICS: 238990 - All Other Specialty Trade Contractors 3. PLACES OF PERFORMANCE: 1) Germany 2) Belgium 3) Italy 4) Spain 5) Turkey 6) United Kingdom 7) Bahrain 4. ACQUISITION INFORMATION: NAU anticipates soliciting and awarding one Single Award Task Order Contract (SATOC) in accordance with Federal Acquisition Regulation. No reimbursement will be made for any costs associated with providing information in response to this sources sought notice or any follow up information requests. Total Value of Contracts: The contract shall not exceed $30,000,000.00 across the base and all option periods. Requirements greater than $5,000.00 will be negotiated and awarded as task orders. Performance Period: The contract will include a 12 month base period, and four (4) 12 month option periods for a total contract performance period of five (5) years. Small and Small Disadvantaged Business requirements are waived for this project due to its location being OCONUS. 5. PROJECT DESCRIPTION: The purpose of this USACE Europe District (NAU) Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) is to provide for playground equipment and installation including minor construction considered incidental to the equipment installation. Proposals are sought from firms with recognized expertise in children's playground with innovative and creative play design and sports fields. The intent is to award one contract to an Offeror capable of design and supervision for installation of playgrounds and sports fields. Offerors must have the capability to recommend and design appropriate play systems/ provide drawings (plan and elevation) of all pertinent aspects of the play equipment and its method of connection to the work. Playground equipment requiring assembly and installation shall be accomplished by certified installers. The desired contractors shall be companies proving installed equipment meets American Society for Testing and Materials (ASTM) standards for playgrounds, American Barriers Act Guidance (ABA), and Safe Playgrounds per the Handbook for Public Playground Safety from the U.S. Consumer Product Safety Commission (CPSC). 6. RESPONSES: The Capabilities Statement for this sources sought solicitation is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 7. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT: Please include a narrative to answer each of the following questions: (Total number of pages shall not exceed 5).  -Name, address, English speaking point of contact, phone number and e-mail address.  -Intent to submit a proposal for this project when it is formally advertised.  -Cage Code and DUNS number.  -Capability to perform a contract of this magnitude and complexity (include offeror's capability to execute design, furnish, and installation of sport/fitness/playground equipment and the minor construction incidental to the installation, comparable work performed within the past ten (10) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples that demonstrate: o Capability to work in Europe and whether the capability is in house or not. o Experience working in Europe, specifically the locations of performance.  -Country Preference: The Government intends to award a contract for all U. S. Forces Facilities and customers within the geographical jurisdictions of EUCOM in Europe, with the majority of the work in support of USAREUR (Germany, Belgium, Italy, Spain and Turkey) area, Bahrain and the United Kingdom ; however, if firms are interested in specific countries, it is requested that those countries be stated in the response.  -Joint Venture information or Teaming Arrangements o Include Cage Code or System for Award Management (SAM) information/registration.  -Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
