A.Sources Sought Notice: NHLBI-CSB-DE-2016-174-KMA B.Title: Sjögren's Syndrome Mouse Study C.This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; and (2) their size classification relative to the North American Industry Classification System (NAICS) code 541690 for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. D.Information: 1.Background The Molecular Physiology and Therapeutics Branch (MPTB) pursues a comprehensive bench-to-bedside program to understand the molecular basis of salivary gland function and dysfunction and to develop strategies for the diagnosis, prevention, and management of salivary gland diseases. Primary Sjögren's Syndrome (pSS) is a systemic autoimmune disorder characterized by exocrine gland dysfunction primarily involving the salivary and lacrimal gland. The histologic hallmark of Sjögren's Syndrome is a periductal inflammatory infiltrate. The conventional explanation of salivary gland (SG) dysfunction assumes a causal relationship between this chronic inflammatory process and the decreased saliva production. However, most patients have preserved salivary gland tissue and in overall the correlation between the focus score on SG biopsy (a measure of inflammation) and saliva production is limited. Recent studies have suggested that some immunomodulatory proteins may have beneficial effects in animal models of the disease and warrant further testing. 2.Purpose and Objectives The purpose of this acquisition is to procure the services of a Contractor to breed, house, and test the salivary gland activity in NOD derived C57BL/6.NOD-Aec1/Aec2 mice, a unique population of mice that are prone to the development of a Sjögren's Syndrome-like disease. The work to be performed is directly related to the mission of the MPTB, and is necessary in order to expand upon current studies in patients suffering from Sjögren's Syndrome. This particular strain of mice has been designed to develop disease with a high rate of penetrance. The MPTB was unable to achieve this result in several attempts in-house, and is thus requesting the support of an outside Contractor. 3.Project Requirements Tasks to be Performed a)Breed mice to yield 118 mice for the study b)House mice for 266 days c)Collect and measure saliva flow activity every 4 weeks for approximately 38 weeks. d)Collect and measure lacrimal gland activity every 4 weeks for approximately 38 weeks. e)After the last saliva collection, the mice will be euthanized, and blood and tissues will be collected. Blood, tissue, and saliva samples will be sent back to the MPTB for analysis. Deliverables a)Upon completion of the project, the contractor will be required to collect blood and salivary glands to ship along with saliva back to the MPTB. 4.Contractor Requirements a.The Contractor must have an ACUC approved protocol for housing and maintaining a colony of C57BL/6.NOD-Aec1/Aec2 mice. b.The Contractor must have experience with collection of stimulated saliva from mice as well as established methodology for measuring salivary and lacrimal gland activity. 5.Anticipated Period of Performance/Delivery Date Base: July 22, 2016 - April 15, 2017 (40 weeks). 6.Capability Statement Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm's own risk. The following information shall be included in the capability statement: a.A general overview of the respondents' opinions about the difficulty and /or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. b.Information as needed in sufficient details of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. c.The respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZONE, etc) pursuant to the North American Industry Classification System (NAICS) code: 541690, Other Scientific and Technical Consulting Services, Small Business Size $15.0 Million. d.Any other information that may be helpful in developing or finalizing the requirements of the potential acquisition. e.The capability statement shall not exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, in either Microsoft Word or Adobe Portable Document Format (PDF), with 8-1/2 by 11 inch paper size, and 1 inch top, bottom, left and right margins. f.All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). As a result of this notice, the NHLBI may issue a Request for Quote (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.
