- The Department of Veterans Affairs, Network Contracting Office (NCO) 17, intends to award a firm fixed price services contract to Werfen USA, LLC (dba Instrumentation Laboratory), to provide a cost per reportable result (CPRR) lease for hemostasis analyzers laboratory equipment for the Pathology and Laboratory Medicine Services which is part of the South Texas Veterans Health Care System (STVHCS). The requesting locations are the Audie L. Murphy VA Medical Center, 7400 Merton Minter Blvd., San Antonio, TX, 78229-4404, and the Kerrville VA Medical Center, 3600 Memorial Blvd., Kerrville, TX, 78028-5768. The Audie L. Murphy location will have two Werfen USA ACL TOP 750 LAS hemostasis analyzers, and the Kerrville location will have one Werfen USA ACL TOP 350 CTS hemostasis analyzer. NAICS 532490 applies. This equipment will replace earlier Werfen USA hemostasis analyzers that make part of an already installed Beckman Coulter Power Express automation system whichThe statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) subpart 8.405-6 (B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The described contract will simplify meeting recurring needs for services in the STVHCS, and only Werfen USA, LLC, can fulfill this requirement. No other company is expected to respond to this requirement. Period of Performance shall be from the date of award and will extend for 12 months hence with two, one-year option periods. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. The Statement of Work is attached to this notice, but no solicitation package is available. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the Contracting Specialist, Jerry Hyndman, at gerald.hyndman@va.gov no later than 8 July, 12:00 PM CT. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
