- Statement of Work Pricing form RFP STATEMENT OF WORK Logistics/Interpretation Support to PNNL for NA-21 Activities Related to China 1.0 General Objective/Scope The Pacific Northwest National Laboratory (PNNL), operated by Battelle Memorial Institute, requires logistics and interpretation services in support of the Department of Energy (DOE), National Nuclear Security Administration (NNSA) Global Material Security (NA-21) Office of International Nuclear Security (INS). This statement of work relates to activities that PNNL performs in support of NA-21 projects in China. As these activities may not be known well in advance and may develop during the course of a given fiscal year, tasks under this contract will be defined and authorized as individual trip releases. 2.0 Tasks In general, the required support falls under three categories as defined below. Logistical Support The Contractor shall provide labor to investigate various meeting arrangements and potential costs to the program for PNNL/NA-21 interactions with Chinese counterparts. This can include obtaining cost and availability estimates of hotel rooms and allowed refreshments, as well as booking same upon authorization by PNNL. Other trip coordination activities may include arranging local transportation, lodging, registration, and per diem for delegates to meetings and conferences. While most work is expected to be conducted during normal business hours, owing to the time difference between the United States and China, the Contractor must have staff available to respond to critical travel issues at any hour of the day. Interpreters As authorized, the Contractor shall arrange for Chinese-English interpreters and secure all travel arrangements for such individuals. Arrangement of interpreters for translation of meeting materials would also be potential activities. Per Diem Distribution As authorized, the Contractor shall provide labor to attend meetings and conferences and distribute per diem to the Chinese participants according to the approved GSA rates. The Contractor shall verify the current rate and adjust for travel days and any meals received as part of the meetings. The contractor shall track the participant names on a report, noting the exact amount paid to each person, and collect their signature upon funds distribution. 3.0 Deliverables For logistics support in which hotel and/or transportation is arranged by the Contractor, the Contractor shall submit to the Battelle Contract Specialist and Technical Oversight Representative (TOR) a logistics summary for each event containing POC info for the Contractor including email and cell phone numbers, individual transportation details by date and passenger, and hotel confirmation numbers and check-in/check-out dates by traveler. The Contractor shall also forward individual hotel reservation confirmations as received from hotels to the TOR. Logistics summaries shall be updated and sent to the Contract Specialist and TOR as arrangements are modified. Upon receipt of a request for quote, written time and cost estimates shall be provided to the designated Battelle Contract Specialist and Technical Oversight Representative. Tasks shall be performed only after authorization by the Contract Specialist. Invoices shall be submitted in a timely manner, within 45 days of completion of each authorized task, and shall clearly identify the specific trip release. As applicable to the task, invoices shall include copies of all requisite travel related receipts and the participant log that outlines per diem distribution and signature of participant. 4.0 PERIOD OF PERFORMANCE This contract will have a period of performance from the date of contract signing to September 30, 2017.
