- Synopsis/Pre-Solicitation Notice This is a pre-solicitation notice to announce that the Department of Interior (DOI), National Park Service (NPS), Homestead National Monument of America (HOME), has a requirement for interior painting and purchase and install of interior and exterior doors. This notice does not constitute the solicitation and no response to this notice is required. Painting The successful offeror shall provide all labor, tools, materials, equipment and incidental items necessary to perform and complete in a workmanlike manner, interior painting of all gypsum drywall surfaces to include walls, ceilings and soffits of the Heritage Center and Education Center and all walls in the Maintenance Building. All furniture, fixtures and wall decorations will need to be removed and protected and reinstalled after project completion, shelves can be removed or trimmed around. The project is described in the specifications and drawing notations. Doors The successful offeror shall provide all labor, tools, materials, and equipment necessary to remove existing and install new interior and exterior doors, jams, closers, push bars, security plates, BEST lock sets, BEST dead bolts and BEST cores at the Homestead National Monument of America Education Center. This portion of the project will replace three (3) exterior steel doors at the Education Center with new commercial steel doors. These doors are set in brick and some brick masonry will be required to remove and install these doors. Drywall repair and paint on the interior will need to be completed. All doors must bear the Warnock Hersey (WH-ETL) Mark indicate compliance to relevant building codes, association criteria, and product safety and performance standards. All exterior doors have security component features that will need to be connected to the security system. There are also five (5) steel interior doors and one (1) solid wood door to be replaced measuring 36" by 80". They will be replaced with ADA compliant and fire rated doors. Drywall repair, paint and wood trim will need to be replaced with new during installation. Trim will need to match existing trim within the building and approved by the COR. The successful offeror shall commence work within ten (10) calendar days after the issuance/receipt of a notice to proceed issued by the Government Contracting Officer. The offeror shall prosecute the work diligently in a neat and orderly manner so as to complete the work under this contract within thirty (30) calendar days after the issuance/receipt of the notice to proceed. The location of all work is at the Herbert Hoover National Historic Site, West Branch, IA. If a solicitation is issued, the solicitation number will be P16PS01664. If issued, the solicitation will be released electronically on www.fbo.com. Potential offerors will be required to visit the website periodically to check for the solicitation and any amendments or other changes to documents. No other notifications will be sent. Offerors must be registered in System for Award Management (SAM) at www.sam.gov prior to award of a Government contract in order to receive an award. Failure to register in SAM will render your firm ineligible for award. Registration requires applicants to have a DUNS number. It is recommended that your firm register immediately in order to be eligible for award. The anticipated date when offers will be due is approximately Thirty (30) days after the solicitation is issued. The project award date is approximately August 12, 2016. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. Proposal documents will be available for download in one or a combination of the following formats: Adobe PDF. Free downloads of Adobe Reader software are available at www.adobe.com. The Government intends to evaluate offers received in response to the solicitation using the best value continuum, trade-off process evaluation method. Any resulting contract will be issued as a Firm Fixed-Price contract. This requirement will be set aside for 100% Small Business. All responsible Small Businesses may submit an offer. The applicable NAICS code is 236220 Commercial and Institutional Building Construction. The size standard is $36.5M. A pre-proposal site visit will be scheduled when the solicitation is issued. Specific details regarding the site visit will be included in the solicitation, once posted. This notice does not constitute the solicitation and no response to this notice is required.
