- SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (1) The solicitation number is MCC-16-RFQ-0100. This solicitation is issued as a Request For Quotations (RFQ). (2) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88 (effective March 16, 2016). (3) This solicitation is not a set aside. (4) Contract line item number(s) and items, quantities and units of measure are included in Section B of the solicitation. (5) The Millennium Challenge Corporation (MCC) requires a contractor to provide input data for its MCC-funded transportation activities in Moldova. (6) Dates and places of performance and delivery are included in the solicitation document. Acceptance is at the Government location and all deliveries are FOB destination. (7) The provision at 52.212-1, Instructions to Offerors -- Commercial applies to this acquisition. Addenda are included in the solicitation. (8) The provision at 52.212-2, Evaluation -- Commercial Items applies to this acquisition. The following evaluation criteria are hereby included in paragraph (a) of the provision: A. Technical Capability B. Work Plan and Timelines C. Past Performance, and D. Price (9) Offerors must reference or provide a copy of their completed representations and certifications in the System for Award Management (SAM). See the provision at Section K of the solicitation. (10) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Addenda are included in the solicitation. (11) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. See "Section I" of this solicitation for the additional FAR clauses that are applicable to this acquisition. (12) The Contracting Officer has determined that additional terms and conditions (MCC-specific clauses) are necessary for this acquisition. However, the terms and conditions are consistent with customary commercial practices. (13) Questions regarding this solicitation must be submitted via e-mail to Mr. Staniewski no later than 1:00 PM ET on Thursday, June 30, 2016. No questions will be accepted over the phone. (14) Offers must be submitted via e-mail to Mr. Ray Staniewski at staniewskirj@mcc.gov with a copy to Ms. Jackie Naranjo naranjoj@mcc.gov by no later than 1:00 PM EST on Monday, July 18, 2016.
