- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for market research information to identify potential sources that are interested in, and capable of, performing the work described in this RFI. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Funding is not available at this time. This request for information does not commit the Government to contract for any supply or service. The Department of Human Resources Activity (DHRA) is not seeking proposals and will not accept unsolicited proposals. DESCRIPTION: The Joint Advertising Market Research & Studies (JAMRS) requires the renewal and upgrade of MapInfo mapping software and ZIP code boundaries to share with OSD and the Services to assist with graphically displaying recruiting markets and recruiting trends. Department of Defense recruiting analysts produce highly detailed maps for making decisions on the best places to locate recruiting stations and to discover location based hot-spots of prospects. It is also necessary to enhance presentations and aid in policy decision-making. BACKGROUND: JAMRS is responsible for creating economies of scale in meeting the Department's shared recruiting resources needs. Thus, JAMRS provides OSD and the Services with critical MapInfo mapping software and ZIP code updates. The Service Recruiting Commands currently use MapInfo Professional as personnel are trained to use this software and it is compatible with existing data systems. The software allows recruiting professionals to visually map different levels of recruiting regions while the data files assist mapping through geographical boundaries for ZIP code information. Deliver the following Pitney Bowes products to the components listed below (specific names and addresses will be provided upon contract award): •Army USACC: One copy of MapMarker USA and one license for one user of the 5 Digit ZIP code quarterly update files for MapInfo Professional to Fort Knox, KY 40122. •Army Reserve: One license of MapInfo Professional to Washington, DC 20310. •Navy: Six licenses of MapInfo Professional, two copies of MapMarker USA and one license for six users of the 5 Digit ZIP code quarterly update files for MapInfo Professional to Millington, TN 38054. •Marine Corps: Eleven licenses of MapInfo Professional, three copies of MapMarker and one license for eleven users of the 5 Digit ZIP code quarterly update files for MapInfo Professional to Quantico, VA 22134. •Air Force: Two licenses of MapInfo Professional and one license for one user of the 5 Digit ZIP code quarterly update files for MapInfo Professional to Randolph AFB, TX 78150. •Coast Guard: Two licenses of MapInfo Professional, one copy of MapMarker and one license for two users of the 5 Digit ZIP code quarterly update files for MapInfo Professional to Arlington, VA 20598 •USMEPCOM: One copy of MapMarker and one license for two users of the 5 Digit ZIP code quarterly update files for MapInfo Professional to North Chicago, IL 60064. •JAMRS: Two copies of MapInfo Professional and one license for one user of the 5 Digit ZIP code quarterly update files for MapInfo Professional to Alexandria, VA 22350. •DMDC: One license of MapInfo Professional and one license for one user of the 5 Digit ZIP code quarterly update files for MapInfo Professional to one POC in Seaside, CA 93955-6771 •Accession Policy: One license of MapInfo Professional SUBMISSION INFORMATION: All potential sources are invited to submit a written capability statement that includes information that demonstrates the vendor's ability to provide the services/supplies described in this RFI. Please indicate whether or not you are an authorized Pitney Bowes product reseller. Responses shall also include a cover sheet that identifies the following information: 1. Company Name & Address 2. Point of Contact Name/Telephone/Email 3. North American Industry Classification System (NAICS) code. Identify the NAICS code under which your company would provide the supplies/services described in this RFI 4. Business Size/Status. From the list below, identify all of the business sizes applicable to your company under the NAICS code identified at item three above. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. All information received in response to this RFI that is clearly marked Proprietary will be handled accordingly. Acknowledgement of receipt of responses will not be made and RFI submissions will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if issued. The information provided in this RFI is subject to change and is not binding on the Government. RESPONSE DUE DATE: Responses are due by Friday June 24, 2016 at 12:00 PM EST.
