RFI Healtheway Agency/Office: Department of Defense (DoD) COD-FC Defense Health Agency (DHA) Contracting Operations Division Falls Church Type of Notice: Request for Information (RFI)/Sources Sought 1.0 Purpose of this RFI The DEFENSE HEALTH AGENCY (DHA) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to meet the eHealth Exchange Coordinating Committee oversees the federated network based upon the responsibilities defined in the Data Use and Reciprocal Support Agreement (DURSA). The result of this market research will contribute to determining the method of procurement. 2.0 Objectives: The purpose of this requirement is to purchase the membership subscription to a eHealth Exchange. The following are the tasks which will be required but are not all encompassing: A. Maintenance of the DURSA B. Maintenance of the eHealth Exchange operating policies and procedures C. Administration all of the processes required in the DURSA to include such things as outage notices, breach notification, dispute resolution, issue resolution, and change management D. Implementation and support of an efficient onboarding and testing process including applicable product validation program a. Streamline and work with DoD to accelerate partner testing process b. Augment the testing program for clinical content c. Support of testing tools used in testing process E. Facilitation and support of both the eHealth Exchange Coordinating Committee F. Facilitation and support of various work groups, under the direction of the eHealth Exchange Coordinating Committee (e.g. Policy and Technical, Testing, Specifications, Operating Policies and Procedures workgroups, etc.) G. Administration, maintenance and support of the shared infrastructure (eHealth Exchange certificate authority and directory/service registry) a. Serve as the Federal Bridge Certificate Authority (FBCA) that issues and maintains eHealth Exchange certificates b. Maintain the eHealth Exchange directory/service registry H. Develop, implement, and maintain a voluntary service level scorecard in support of the Coordinating Committee I. Build connectivity strategies to increase connectivity and transaction volumes for eHealth Exchange participants, which could include connecting to other networks 3.0 In order for us to determine the capacity of your company or organization’s suitability for administering one or more aspects of the eHealth Exchange Membership Subscription, please provide answers to the following questions: 4.0 Interested parties shall furnish the following minimum information: 4.1 Please state the following company information: a. Company Name, b. DUNS, c. CAGE, d. Applicable NAICS Codes, e. Business size status and time of last certification, f. Point of Contact, g. Telephone Number, h. Fax Number, i. Address, j. Email address, and k. Website address. 4.2 Demonstrate how the company will perform the requirement. 4.3 Brief summary of company history relative to similar requirements. 4.4 Affirm the company is financially capable of meeting the requirement. 4.5 Estimated daily or other term cost/price to provide the above services. 4.6 Capability statements should include the following: a. Appropriate documentation supporting claims of organizational and staff capability; b. Experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government; c. The name, number, and type of any contracting vehicles held; 5.0 How to Respond: At this time, the Defense Health Agency (DHA) does not guarantee any future contracts; and, responses to this Sources Sought notice do not bind DHA to any agreement with the responder, be it explicit or implied. There is no solicitation at this time. This request for capability information does not constitute a Request for Proposals (RFP). Submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any information or costs incurred. All costs associated with responding to this notice will be solely at the interested party’s expense. Not responding to this notice does not preclude participation in any future RFP, if any is issued. These services were previously contracted under Contract Number: HT0011-13-C-0012.
