Description
Linguistic/Interpreter/Translation Services for the Specialized Inter-American Naval Conference-Naval Control of Shipping (SIANC-NCS) 1.0 Scope: The U.S. Navy requires contractor support services to provide professional, accredited linguistic, interpreter and document translation services for a conference to be held at Naval Air Station, Jacksonville, Florida 31 July 2016 through 5 August 2016. 2.0 Background: The U.S. Navy has historically used contractor support to provide linguistic, interpreter and document translation services. The U.S. Navy Fleet Command Center requires linguistic, interpreter and document translation services to support the Specialized Inter-American Naval Conference-Naval Control of Shipping (SIANC-NCS) at Naval Air Station, Jacksonville in accordance with the performance work statement provided in paragraphs 4 and 5 below. 3.0 Definitions Simultaneous Translation: A form of translation in which the interpreter translates into the target language as quickly as possible while the speaker is still speaking in the source language Translation: The process of translating words or text from one language into another: 4.0 GENERAL REQUIREMENTS/PERFORMANCE REQUIREMENTS The place of performance for this requirement is The River Cove Catering and Conference Center, Naval Air Station, Jacksonville, Florida (BLD 10). The conference will be held in one (1) room. The period of performance will be 31 July 2016 through 5 August 2016. 5.0 PERFORMANCE WORK STATEMENT. The Contractor shall provide all management, supervision, labor, equipment, materials and transportation necessary to operate a simultaneous interpreting and document translation operation as required under this performance work statement. The contractor shall bring back-up equipment to ensure continuity of service during the period of performance as well as have replacement interpreters and translators available in instances contractor personnel are unable to perform their duties during any given period within the conference schedule. The Contractor shall comply with all applicable local permits and license requirements. Performance under this contract shall conform to all applicable Federal, State and local installation requirements. 5.1 General Requirements. All contractor support personnel utilized under this contract shall be certified for the languages they are provided for. The Contractor shall provide the following under this contract; (a)Qualified and certified linguistics and interpreter specialists who are capable of providing simultaneous interpretation in English, Spanish and Portuguese. (b)Equipment and Linguistic/Interpreter/Translation support services for 10 hours per day and Linguistic/Interpreter support services during select evening social events on 3 nights. (c)Provide document translation to include editing and proofreading for messages communicating information relative to the event administration and logistics and for the official conference minutes and post-conference wrap-up messages. The document translation will be for approximately 10 documents totaling 40 pages and will be required in all three (3) languages (Spanish, English and Portuguese). (d)Contractor linguistic services shall be required for 60 persons in the languages noted in the (a) above. The breakdown of people by language is as follows: -7 English speaking -35Spanish speaking -4 Portuguese (e)The contractor shall set-up the necessary equipment at the Government site on 31 July 2016 from 1300-1600 for initial testing and breakdown and remove the equipment after 1400 hours on 5 August 2016. Daily system functional checks shall be conducted at least one-half hour prior to the schedule conference start time with the results provided to the U.S. Government Conference planning lead. (f)The Contractor shall have all systems tested and operational by 0700 Monday 1 August 2016 through 4 August 2016. The conference will end daily at 1700 Monday through Thursday. The conference will end prior to 1400 on Friday, 5 August 2016. (g)The Contractor shall provide two (2) interpreters who will provide consecutive interpretation in Spanish for 3 hours. (h)The conference will be held in one room. The Contractor shall plan his/her logistics to support providing equipment for a one (1) room event. 6. Security A copy of the security regulations may be obtained from the security office of the Military Installation. No employee or representative of the Contractor will be admitted to the work site unless he furnishes satisfactory proof that he is a citizen of the United States. a. Personnel information. A minimum of 5 working days prior to start of work, the Contractor will furnish to the Installation Security Department, via the Contracting Officer, the following information for Contractor and subcontractor personnel required to enter the Military Installation: (1) Name of company (2) Name of the employee (3) Social Security Number (4) Proof of U.S. citizenship (5) Completed Contractor/Vendor Criminal History Record Request (6) Completed application for installation vehicle pass b. Background Checks. The Security Department will run a criminal history check on Contractor employees and, as a condition of employment, each employee shall willingly sign an authorization form allowing the Security Department to conduct the criminal history check. Subject authorization form shall be maintained on file by the Security Officer. Based on the results of the criminal history check, the Security Officer will or will not grant entry to the Military Installation. c. Contractor responsibility for employees. The Contractor is responsible for employees under their employment. Ensure that employees are familiar with and obey all Military Installation traffic, safety, and security regulations. d. Motor vehicle operation. Ingress and egress of personnel shall be subject to the security regulations of the Military Installation. Motor vehicles operated within the Installation, shall comply with the vehicle codes of the State. Copies may be obtained from the Security Manager for the Military Installation. e. Identification Badges. The contractor shall provide all personnel provided under this contract with picture ID Badges that they shall wear during the performance of the contract. 7.0 ECMRA: Enterprise-wide Contractor Manpower Reporting Application (ECMRA) œThe contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the FSA Technologies Preventative maintenance for mission critical equipment services via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are: (1) W, Lease/Rental of Equipment; (2) X, Lease/Rental of Facilities; (3) Y, Construction of Structures and Facilities; (4) S, Utilities ONLY; (5) V, Freight and Shipping ONLY. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
