- The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to procure Navigation, Seamanship, and Shiphandling Training (NSST) systems and to provide continued life cycle support of established NSST systems under NAWCTSD ™s cognizance. New NSST training system procurements are envisioned to establish a single scalable software architecture platform that holistically supports the Surface Navy ™s navigation training requirements. A single award, Indefinite Delivery/Indefinite Quantity Contract with a 5-year ordering period and a contract ceiling of approximately $49M is anticipated. Firms capable of accomplishing the required effort are invited to submit literature, brochures, and capability summaries identifying, at a minimum, business size and past (limit to within 3 years) and/or current performance on similar contracts (include dollar value, brief description of scope, complexity and point of contact) for the purposes of market research. A statement identifying your firm ™s business size should be in relation to NAICS code 541330, Engineering Services. Brevity of extraneous information is desired. Additionally, firms shall also provide a written response to this announcement demonstrating your firm ™s capabilities to meet the following NSST systems and support requirements: a. Analyze, design, develop, and document new maritime training system software and hardware configurations. b. Analyze, design, develop, and document modifications and upgrades to existing maritime training system software and hardware configurations. c. Development and modifications of maritime related visual models and databases of variable fidelity. d. Experience with the development and modifications of image generation systems. e. Experience with integration and utilization of speech recognition systems in training systems. f. Experience with the integration and utilization of Head Mounted Display (HMD) systems. g. Installation of existing training system software and hardware configurations based on Government provided installation plans. h. Provide system engineering, management, operation, maintenance, training, and curriculum documentation required by Government Data Item Descriptions. i. Conduct System Engineering Technical Reviews (SETR). j. Conduct a system test and evaluation program to include the use of contractor developed test procedures. k. Configuration management tracking of hardware, software, and documentation. l. Perform cybersecurity requirements for information technology systems. m. Experience with the modeling and simulation of the employment, operations, and performance characteristics of US Navy navigational equipment. Navigational equipment of interest include the following: (1) SPS-73 Radar (2) Electronic chart display and information system “ Navy (ECDIS-N) (3) Automatic radar plotting aid (ARPA) (4) Voyage management system (VMS) (5) Automatic identification system (AIS) (6) Shipboard communication equipment Information should be sent via e-mail to robert.haygood@navy.mil, or by mail to: Naval Air Warfare Center Training Systems Division, ATTN: Robbie Haygood Code 2536, 12211 Science Drive, Orlando, FL 32826-3275.
