- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price purchase order contract with Atlantic Signal, LLC, 900 SW 39th Street, Topeka, Kansas, 66609. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about the acquisition. The North American Classification System Code is 334220 and the size standard is 750 employees. The FBI has a requirement for a quantity of 25 Comtac ACH Dual Comm Headsets, 25 Warrior Push-to-Talk Assemblies, 25 12-Pin Hirose Connector with 18 inch download, 25 12-Pin Hirose Connector with 30 inch download and 36 Enforcer Patrol Headsets that interfaces with existing FBI equipment currently owned and in use by the FBI. The tactical communications equipment will provide single and dual communications plus helo ICS, smartphone and breathing apparatus interface. This equipment will allow the FBI's tactical elements to communicate during the execution of their duties. The equipment will meet the agency's need to establish a standardized communication interface platform for all of the FBI's tactical elements and streamline technical support along with future system integration for the next generation communications platform. Atlantic Signal is the only vendor with the ability to fulfill the requirement in an efficient and cost effective manner. No other manufacturers offer solutions with equipment that interfaces with existing FBI inventory. Based on market research conducted, and contact made with knowledgeable individuals within the government and industry, it has been determined that the FBI's requirement can only be provided by Atlantic Signal, as no other vendor is capable of providing equipment compatible with existing inventory. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 10:00 am, EST, June 17, 2016 by email to the attention of Tammy Miller at tammy.miller@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The FBI is currently using a financial system that has a direct interface with the System for Award Management (SAM). Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file with SAM is what the FBI will use to issue payments to your organization for payment after receipt of proper invoices.
