- Questions and Answers for EMAP Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement? It's a new requirement. There was a similar requirement but this one is different. 1. Page two of the solicitation notes when responses and questions are due, and, also, provides the POC's email address. Can the offerors' response to the solicitation be emailed to the POC? Yes 2. Are there any formatting requirements for the response other than the information contained in the instructions to offerors (E.1 52.212-1)? For example, are separate volumes required and is there a page limit? You may provide separate volumes, 20 pages or less is acceptable. 3. The solicitation states at E.4 52.216-1 that the Government contemplates the award of a Firm-Fixed Price contract. The solicitation also includes the B.5 Price/Cost Schedule unit pricing template on page 35, and notes that the offers may be submitted on the SF 1449. However, the draft Evaluation Plan contained in the Solicitation suggests that a "breakdown of labor categories, hours and labor rates" should be provided by the offeror. Please confirm whether such a breakdown of the proposed offer amount is necessary and, if so, what format should be used? The breakdown of cost can be provided in your cost proposal, but the total cost can be provided on the schedule. 4. The solicitation at B.5 Price/Cost schedule, provides a format for providing pricing for the base POP as well as the option year. Because the PWS doesn't contain any information regarding potential option year services (and any requested option services would not likely be repetitive of base year services), how should the offeror address pricing for the option year? There is one additional option year that should be priced out the same way the base year is priced out.
