- Request for Information/Notice of Intent to Sole Source This is a notification that Naval Special Warfare (NSW) intends to award a sole-source, firm-fixed price contract to AAR Mobility Systems under the statutory authority of 41 U.S.C. 1901, using the procedures in Federal Acquisition Regulation (FAR) Subpart 13.5 and the format at FAR 6.303-2, Only One Responsible Source and No Other Supplies of Services Will Satisfy Agency Requirements. NSW requires Internal Airlift/Helicopter Slingable Unit (ISU) repair and interior/exterior certification of flight status services for 72 ISU containers. This requirement must be completed within 45 days of contract award, no later than 01 Aug 2016. The services will be acquired in accordance with the FAR Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Items. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310. The size standard is $7.5M. AAR Mobility Systems is currently the only known vender that can provide the required supplies and services necessary to meet the minimum requirements of this effort within the required timeframe. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. The contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical capability information, which shall demonstrate contractors ability to complete effort within required time. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government. All responses must be received no later than 8:00AM EST, June 13, 2016. Verification of receipt of electronic transmission is the sole responsibility of the contractor. If no valid responses are received, an award shall be made to AAR Mobility Systems.
