- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential sources capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of business, e.g. small or other, as appropriate and (i) must provide a capability statement that addresses the organization's qualifications and ability to perform as a contractor for the work described below in italics. Statement of Work : Southern Arizona Veteran Affairs Health Care System, Campus Re-Key Services The Southern Arizona Veterans Affairs Heath Care System (SAVAHCS) located at 3601 S. 6th Ave, Tucson AZ, 85723 is seeking information about potential qualified vendors to procure and to update its facility with Stanley BEST Access cores/keys. This upgrade will include the installation of the Cormax keying system cores and keys. Cormax is the patented core and key system developed by Stanley BEST and distributed by local companies. SAVAHCS currently owns a license to this system, viable through the year 2026. The entire SAVAHCS property/grounds (consisting of 73 buildings) will be supplied with new lock cores and the 5appropriate number of keys. SAVAHCS will also be provided with a master key control software package updated with new key matrix. In addition to replacing the entire core and key compliment for the door locks on the sites listed above, all padlocks and ancillary locks will be included. All are currently secured using the Stanley BEST Access lock/core/key system. Any core and key system used is required to be fully compatible with the existing locking units. This shall be a turn-key project with the vendor supplying all materials, labor, supervision and transportation to complete the tasks of providing and updating a new master key program, the removal of old cores and keys, and the installation of new cores and keys, as well as providing and implementing the use of a Key Management System. Approximately 10,000 cores are involved and the installer will be responsible for providing a survey to ensure all locksets are covered. The estimated timeframe for this effort is September 15, 2016 to September 15, 2017. Contractor shall conduct a site survey coordinating with manufacturer, facility representatives, department supervisors, and key coordinator to facilitate key schedule for each department. Key schedule will conform to VA Handbook 0730 Appendix B requirements. A schedule of progress will be provided for each department. Vendor must have an assigned, qualified locksmith on-site through-out the duration of the project to facilitate coordination with facility representatives. Contractor must be able to cut keys and rekey cores onsite for any changes that may happen. All work to conform to ANSI/BHMA A156.5 (Grade 1) and ANSI/BHMA A156.28, VA Master Specifications, Door Hardware, Division 08-71-00, and VA Handbook 0730, Security and Law Enforcement, Appendix B. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No subcontracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 561622 ($20.5M). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors should submit information by e-mail, mail or ground carrier to: Southern AZ VA HealthCare System, 3601 S. 6th Avenue, Tucson, AZ 85743 or by e-mail to Cynthia.Valdes@va.gov. All information submissions to be marked Attn: Cynthia Valdes, Contract Specialist (9-90C) and should be received no later than 2:00 pm Mountain Time on June 17, 2016. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation will be published.
