SOURCES SOUGHT NOTICE The Fleet Logistics Center, San Diego (FLCSD) is conducting a market survey to determine the interest and capability of Industry to participate in a competitive acquisition of non-personal services to provide Commander, Navy Region Southwest (CREDO). Disclaimer: This is a SOURCES SOUGHT announcement. This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Any information submitted by respondents to this technical description is strictly voluntary. The Government intends to set-aside this acquisition to small businesses. As a result, the Government is performing market research in order to determine if small businesses possess the capability to execute the requirements within this acquisition. Respondents need to indicate all small business designations. Interested business firms who meet the capability requirements identified in this notice are requested to reply to this notice with a response. Based upon small business responses received, consideration will be given to defining what part of the acquisition, if any, will be set-aside for small business competition. PROJECT INFORMATION: Ordained Roman Catholic Priest in support of CREDO. The contractor shall provide Ordained Roman Catholic Priest Services in support for CREDO. See attached draft Performance Work Statement (PWS). Key Personnel Requirement: Key Personnel: Ordained Roman Catholic Priest Security Clearance: A security clearance is not required for this position. Minimum Experience Requirements: -Must possess an accredited Licensure/Ordination/Certification from the Archdiocese for the Military USA and the Roman Catholic Church. -In case of an emergency services request, the contractor must be available to respond to the emergency within fifteen (15) minutes from being notified of the emergency when not in a vacation status, such as memorial services and funerals for active duty military or special occasions. Notification will be by phone, text and/or e-mail. -Must have recent, in-depth, long-term experience with providing Pastoral Care to active duty military and their family members, as well as unmarried/unaccompanied Service Members, Civilian Contractors, non-uniformed Federal Employees, and non-Roman Catholic authorized personnel when needed. -Must have recent, in-depth, long-term experience with military graveside prayer for internments at Rosecrans and Miramar National Cemeteries , local civilian cemeteries and Funeral homes for all uniformed active and retired military as designated by the Region Chaplain and Region Funeral Honors department. -Must have recent, in-depth, long-term experience in overseeing military chapel programs, including the Religious Education Program and the Liturgical Ministry Program for multiple chapels. -Must have recent, in-depth, long-term experience with Military Ceremonial Funerals, Memorials, and formal Military Weddings. -Must have recent, in-depth, long-term experience in coordinating and celebrating Sunday Mass and Holy Days of Obligation. -Must Maintain office hours for Pastoral Care for authorized personnel with approval from the Installation Chaplain. -Must have recent, in-depth, long-term experience with military customs and traditions when giving the invocation and benediction at a formal military ceremony. (Change of Command, Ships Commissioning, etc.) -Must have recent, in-depth, long-term experience Perform the following in accordance with the guidance set forth by the Archdiocese of the Military Services, USA: Sacraments of: oBaptism oReconciliation oEucharist o Confirmation oMarriage oCelebrate Viaticum/Sacrament of the Sick when necessary oConduct counseling, classes and/or celebrate the Masses/Liturgies appropriate to the Sacrament administered. oWork with the Military Archdiocese to coordinate the annual celebration of the Sacrament of Confirmation. -Must have recent, in-depth, long-term experience with documentation of all sacraments shall be submitted to the Military Archdiocese no later than one week after the celebration of the particular sacrament. -Must have recent, in-depth, long-term experience to train and certify Extraordinary Ministers of Holy Communion (EMHC), Lectors, Alter Servers and Ushers. Train and certify, when needed, members of deploying commands who seek to become Lay Leaders during deployment. -Must have recent, in-depth, long-term experience overseeing, with the assistance of the Coordinator of Religious Education, the Catholic Religious Education Program for active duty military and their family members. -Must have recent, in-depth, long-term experience in preparing for Sunday and Holy Day Liturgies includes coordinating appropriate music with music ministers. Prayers of the Faithful for Sunday and Holy Day Liturgies are to be composed by the Contract Priest with respect to Liturgical Guidelines and the needs of Navy Catholic community. The labor hours specified will include both prime and subcontractor labor and shall be used by the Offeror in determining the proposed Cost for each CLIN. The direct labor hour estimates need not be addressed by the Offerors technical proposal. However, the Government will compare personnel, personnel qualifications, and labor rate information in the determination of cost realism. Capability statement shall be in following format: Font Times New Roman, size 12; 8 X11 paper size; no more than 5 pages one-sided when printed; in Microsoft Word or PDF format. Submissions must be received via email no later than 4:30 PM Pacific Standard Time on Thursday, 16 June 2016. Questions or comments regarding this notice shall be posted to the Contract Specialist in writing and via EMAIL ONLY. No phone calls will be accepted. NO HARDCOPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, etc.) will not be considered.
