- Description
- The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the Engineering Laboratory (EL), intends to negotiate on a sole-source basis with MTS Systems Corporation, under the authority of 41 US 3304(a)(1), for MTS hydraulic actuators, hydraulic service manifold, controller module, installation services, and training services. Background Information The Engineering Laboratory at the National Institute of Standards and Technology (NIST) is currently enhancing its structural testing capabilities by outfitting the strong floor laboratory in Building 226 with new hydraulic actuators, along with a new two-station hydraulic service manifold (HSM) and a new controller module to enable independent control of these actuators. A state-of-the-art Hydraulic Power Distribution and Control System (HPDCS) for this laboratory was procured in FY15 from MTS Systems. The new hydraulic actuators shall be integrated with this existing HPDCS, which is expected to provide hydraulic power and control of force and motion for the new actuators. NIST's specifications require that the required actuators, HSM, and the controller module be fully compatible with the existing HPDCS. When integrated with the existing HPDCS, the new actuators will provide the capability to perform controlled experiments on full-scale structural sub-systems and components. This facility will allow researchers to study the response of structural systems to demands resulting from progressive collapse, earthquakes, and other diverse structural loads. Research performed in this facility will help to provide the technical basis for the development and improvement of codes, standards, and practice governing the design of buildings and other structures. Sole source determination is based on the following: It has been determined that MTS Systems is the only source for required equipment and services. Consequently, the required MTS products are the only products that are 100% compatible and interchangeable with the legacy equipment and software. In addition, the legacy equipment that the required equipment will be integrated with is currently under an active warranty via the aforementioned procurement referenced in the aforementioned background section. Integration of products other than that of MTS to the legacy equipment would void the existing warranty. MTS Systems has no authorized resellers for these products/services. General Information The North American Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 5:00 p.m. Eastern Time on June 23, 2016 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
