Description
SOURCES SOUGHT NOTICE The Fleet Logistics Center, San Diego (FLCSD) is conducting a market survey to determine the interest and capability of Industry to participate in a competitive acquisition of non-personal services to provide Commander, Navy Region Southwest (CREDO). Disclaimer: This is a SOURCES SOUGHT announcement. This notice is not for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Any information submitted by respondents to this technical description is strictly voluntary. The Government intends to set-aside this acquisition to small businesses. As a result, the Government is performing market research in order to determine if small businesses possess the capability to execute the requirements within this acquisition. Respondents need to indicate all small business designations. Interested business firms who meet the capability requirements identified in this notice are requested to reply to this notice with a response. Based upon small business responses received, consideration will be given to defining what part of the acquisition, if any, will be set-aside for small business competition. PROJECT INFORMATION: Instructor II Services in support of CREDO. The contractor shall provide Instructor II Services in support for CREDO. See attached draft Performance Work Statement (PWS). Key Personnel Requirement: Key Personnel: Instructor II Security Clearance: Secret level clearance. Minimum Experience Requirements: -Must have recent, in-depth, long-term experience in administrative processes involving the Naval Inspector General Hotline Tracking System (NIGHTS) to include case creation, maintenance, transfer and closing -Must have the ability to track, manage and analyze IG data in support of the Commander. Based on selected criteria, conduct trend analysis and produce reports for the IG, Commander and others as required -Must have recent, in-depth, long-term experience in providing audit oversight/liaison for Navy Audit Service and other agencies tasked to perform external examinations of COMNAVSURFPAC staffs and subordinate commands. -Must have recent, in-depth, long-term experience in correspondence for investigations including but not limited to complaint acknowledgement, forwarding letters for command action, and close out letters to the file and for the complainant -Must have recent, in-depth, long-term experience in all internal and external audits from organizations such as DoD IG, Navy IG, Naval Audit Service, etc. and the ability to coordinates all phases of audit activities between the audit organization and the audited activity -Must have the ability to track the required follow up actions and ensure responses to drafts and final reports are submitted to the audit organization on time and follows-up to ensure estimated deadlines are made on corrective actions. -Must have recent, in-depth, long-term experience with SECNAV INST 5200.35 Mangers Internal Control Program in order to assist with the Inspection and coordinates compliance on business processes internal to COMNAVSURFPAC, subordinate commands, and activities theater-wide to ensure compliance - Must have recent, in-depth, long-term experience in administrative processes involving areas of Defense Travel Services (DTS), Joint Federal Travel Regulations, and Navy Travel Regulations. To the extent personnel proposed have advanced degrees, specific experience with naval administration, scoring can be maximized.\ - Must have recent, in-depth, long-term experience in administrative processes involving all areas of naval correspondence, personnel programs, and customer service in a naval administration department. To the extent personnel proposed have Bachelor Degrees, specific experience with naval administration, scoring can be maximized. -Must have recent in-depth knowledge and experience in the following areas: o naval correspondence including instructions, notices, memorandums, messages, endorsements, and filing such records o Naval evaluations and fitness reports o Naval personnel programs including pay, gains and losses, and manning. o Personnel awards o Customer service o Manning and Manpower support.  Enlisted Distribution, Verification Reports  Activity Manpower Documents  Navy Enlisted Classifications, activity Manpower Documents, and Naval Officer Billet Classifications The labor hours specified will include prime contractor labor and shall be used by the Offeror in determining the proposed Cost for each CLIN. The direct labor hour estimates need not be addressed by the Offerors technical proposal. However, the Government will compare personnel, personnel qualifications, and labor rate information in the determination of cost realism. Fletcher II via Email charles.e.fletcher@navy.mil. Capability statement shall be in following format: Font Times New Roman, size 12; 8 X11 paper size; no more than 5 pages one-sided when printed; in Microsoft Word or PDF format. Submissions must be received via email no later than 4:30 PM Pacific Standard Time on Thursday, 16 June 2016. Questions or comments regarding this notice shall be posted to the Contract Negotiator in writing and via EMAIL ONLY. No phone calls will be accepted. NO HARDCOPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, etc.) will not be considered.
