- On or about 24 June 2016, this office will issue Invitations for Bid for construction of the Repair Penstock Gallery Roof, Garrison Dam, ND. The solicitation will close on or about 25 July 2016. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION A site visit date and time will be issued with the advertisement package. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See ‘Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) The scope of this project is to furnish all plant, labor, materials, and equipment and performing all work. The work includes mobilization/demobilization to the site; removing and scrapping existing ethylene-propylene-diene-monomer (EPDM) tape covering expansion joints; removing non-asbestos containing existing joint material as required; removing asbestos containing existing joint material where required; cleaning existing concrete surfaces to receive adhesive; installing new joint backer rod where required; and installing new joint sealant system along with welding of new tape at tape intersections and overlaps between new tape sections; and incidental related work. The contractor shall remove existing asbestos containing materials disturbed by their construction activities. This includes the requirement for the contractor to accomplish their own hazard material survey of affected work areas. The hazard material survey shall include complete, regulatory compliant surveys for asbestos containing materials. Any previous asbestos containing material assessment reports supplied to the contractor by the Government are for general informational price proposal purposes only and shall not replace the requirement for the contractor to accomplish a new, complete asbestos containing material survey. Work shall be in accordance with plans and specifications issued with this solicitation. The estimated construction cost of this project is between$250,000 and $500,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 150 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
