Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Hubzone, 8(a), Small Business, Small Disadvantage, Small Veteran Owned Business or Service Disabled Veteran Owned Small Business) relative to NAICS 623220. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions (especially Small Business set aside decision). After review of the responses to this sources sought synopsis, a solicitation announcement may be published in at www.fbo.gov website. All interested offerors will have to respond to the solicitation announcement. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Is your business small? (2) If small, does your firm qualify as a small emerging business, or small disadvantaged business? (3) Is your firm a certified Service-Disabled Veteran Owned Small Business, (4) Is your firm a Veteran Owned Small Business? Small businesses considering participation in this potential solicitation process under any Small Business Set-aside procedure must do so in a manner consistent with the requirements of the Small Business Act. The Department of Veterans Affairs (VA) San Diego Health Care System (VASDHS) 3350 La Jolla Village Drive, San Diego, CA 92161 has a requirement to provide Veteran beneficiaries with an alternative to inpatient hospitalization during times of crisis/distress, which shall consists a Short Term Acute Residential Treatment (START) facility. The intended Contractor shall cover the range of services in accordance with the specifications and requirements in the solicitation that will be published early July. The resulting contract will be for a base year and 4 option years. This contract represents a Firm, Fixed-Price, Indefinite Delivery, Indefinite Quality Contract. Cost not incorporated into the Contractor's price will NOT be reimbursed by the Government. GENERAL RESPONSIBLITIES: Contractor shall provide same day or next day acute residential treatment placement that enhances the stability of Veteran beneficiaries specifically authorized by the VA not to exclude those Veterans with active substance abuse and/or other mental health issue. It is understood that the type of participant to be cared for under this contract will require care and services above the level of room and board. Contractor shall ensure Veterans admitted to the START facility are monitored 24 hours a day, 7 days a week, 365 days a year during their approved stay. The per diem rate established shall be an all-inclusive rate. The residence, treatment, and supportive services shall include, but not be limited to: Short Term Acute Residential Treatment Services: The Contractor is responsible for suitable residential placement generally requiring: a) the ability to place a Veteran in a START facility when a bed becomes available and the Veteran meets criteria with a referral from designated VA staff; b) sufficient personnel to assure security; c) staffing available on-site 24 hours a day, 7 days a week, 365 days a year including all national and federal holiday; and d) limited mobility/wheelchair accessibility (at designated facilities); e) planning and coordinating all activities associated with providing safe and appropriate care.
