Description

The successful contractor shall provide all labor, materials, tools, equipment, insurance, supervision and any other item(s) required to complete the project "Resolve Safety/Privacy/Environmental Issues on Mental Health Unit, Building 26" at the VA Medical Center (VAMC), 17273 State Route 104, Chillicothe, OH 45601. Construction project 538-115 will construct a new single level addition on a full-height pipe basement on the south side of Building 26 at the Chillicothe, Ohio VA Medical Center. The addition will be a steel frame structure with a brick masonry external veneer and an EPDM membrane covered flat roof. Work includes, but is not limited to, exterior site preparation, grading and installation of buried utilities; demolition of existing walls and finishes on the first floor of Building 26, partial demolition of portion of the exterior south wall of Building 26; excavation for and construction of reinforced concrete spread foundations; construction of the addition with reinforced concrete foundation walls and structural slabs, steel building frame, exterior brick masonry veneer, and EPDM membrane roofing; complete installation of plumbing, HVAC (including steam), lighting, power, data and fire alarm; and complete installation of various interior finishes, including but not limited to, porcelain tile, glass tile, carpet tile, vinyl floor tile, linoleum flooring, manufactured stone applique for accent walls, painted gypsum board walls and ceilings, acoustical ceilings, and various wall protection components. Bid Bond, and Performance and Payment Bonds will be required. All work shall be conducted in complete accordance with project specifications and drawings. Work to be completed within 545 calendar days after receipt of Notice to Proceed. All specifications and drawings will be available on line through this website and no hard copies will be issued. The solicitation, including specifications and drawings will be available on or about July 14, 2016, with the bid opening approximately 30 days later. Amendments to the solicitation will be posted on this website and will not be individually mailed. All request for information are required to be in writing (via email) to the Contracting Officer and shall be received within 15 calendar days prior to the time for receipt of offers; no telephone inquiries will be accepted. Questions shall be emailed to Beverly.Jones@va.gov. A pre-bid conference and site visit will be held Thursday, July 21, 2016 at 1:00 p.m. local time in Building 1, Room 121, at the VA Medical Center, 17273 State Route 104, Chillicothe, Ohio. All potential contractors, subcontractors, and suppliers are urged to attend. This will be the only site visit for this project. Individual requests for site visits will not be granted. The estimated cost range for this project is between $5,000,000.00 and $10,000,000.00. This project is 100% set-aside for Service Disable Veteran Owned Small Business (SDVOSB), pursuant to Public Law 109-461 (38 U.S.C.8127). The SDVOSB must qualify as a small business under the relevant North American Industrial Classification Standard (NAICS) code and must be registered and verified in the following websites: http://www.vip.vetbiz.gov and www.sam.gov. Offerors must ensure registration in these websites are accurate, complete and have not expired prior to the bid opening date. The NAICS code is 236220 and the business size standard is $36.5 million.
