- The purpose of this Sources Sought Notice is to search for small business concerns capable of providing steam zone valve replacement for the Philadelphia VA Medical Center. This Sources Sought Notice is for market research purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this sources sought. You will not be entitled to payment for direct or indirect costs that you incur in responding to this Sources Sought Notice. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this Sources Sought Notice. The draft Statement of Work (SOW) follows: ========================================================================= Draft Statement of Work Below ========================================================================= Steam Zone Valves Replacement Building one Subbasement Philadelphia VAMC, 3900 Baltimore AVE Philadelphia Pa 19104. Provide labor and material necessary for: 1-Lock out Tag out all energy sources, steam, condensate etc. concurrently with the plumbing foreman. 2-Remove six 6" frozen in place ball valves for six steam zones located in subbasement building # 1. Properly dispose the valves. Zones serves steam to different floors of building #1 3-Provide and Install six 6" Hi-performance, cast steel Butter fly stainless steel trims James-bury or equal. 4-Fabricate six carbon steel flanged spools to make -up the difference in length between the old Ball valves and the new butterfly valves, provide gaskets,bolts and nuts as required. 5-All work shall be coordinated with the plumbing foreman at 215-823-4127. 6- Only one Zone will be given to the contractor at time. Steam will be restored at the end of the working day. Upon completion the contractor will be given another Zone. 7-Reinsulate valves and piping as required. 8-All work shall be performed during normal working hours 7:00 AM to 5:00 PM. 9-Job duration is 60 Calendar days. 10-Contractor qualifications, HVAC contractor with at least three similar projects in health care facility, Submit welder certification. 11-All workers shall submit a copy of their OSHA 30 safety training card. 12-End ========================================================================= Draft Statement of Work Above ========================================================================= Any interested small business concern must submit a no longer that 3 page capability statement addressing its ability to meet the requirements above to Mark Murray, Contract Specialist, at mark.murray4@va.gov no later than 10 June 2016, 12:00 PM. Interested parties are also welcome to identify any ambiguities with the SOW and are welcome to suggest enhancements to the SOW and include them separately with their capability statement. Questions regarding this Sources Sought Notice will not be answered.
