- The Philadelphia Office of the U.S. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department intends to purchase nationwide gym and pool facility memberships for potential Warrior Challenge Program (WCP) applicants to train to include swimming practice. The applicants are expected to train 5 times a week at various times throughout the month with applicants both supervised and unsupervised. The Navy requires use of gym facilities that have pool access that are in close proximity to one another (no greater than 10 minutes between the gym and access to a pool). The performance standard test that the applicants must perform requires access to a pool within a specified time from when they complete the other gym based portions of the test. The Navy has 26 districts throughout the nation that have approximately 1,500 recruitment locations that are potential training locations in need of gym and pool access. The gym facility must have weight and cardio capability and the pool must be at least 25 meters but ideal would be 50 meters in length with an on duty life guard. The commercial facilities must be available to the applicants without a government representative present. These services will be procured under the authority of 41 USC 1901(e) (2) “ a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). The Armed Services YMCA of the USA (ASYMCA), the incumbent provider under contract N00189-12-D-Z003, is considered the only source which can provide the necessary access to fitness facilities with swimming pools on a nationwide basis. All other responsible sources may submit concise documentation for consideration regarding their ability to provide the required services. A Firm Fixed Price, Indefinite-Delivery contract is anticipated to satisfy this requirement. The base period of performance for this action will be 12 months, starting 1 October 2016 through 30 September 2017. Four (4) twelve month option periods will be included as a means of fulfilling requirements through 30 September 2021. The acquisition will be conducted under the provisions for commercial items in accordance with FAR Part 12 as well as the Test Program for Certain Commercial Items as implemented by FAR 13.501(a)(1). The North American Industrial Classification System (NAICS) code for this acquisition is 713940. This synopsis is not a request for competitive proposals. A determination by the Navy not to compete the proposed contract action based upon responses to this synopsis is solely within the discretion of the Navy. Furthermore, no award will be made on the basis of information received in response to this notice and the Navy will not pay for any information provided. Information received will normally be considered solely for the purpose of determining whether or not competitive procurement is a possibility. If no affirmative written responses advantageous to the Navy are received within fifteen (15) calendar days after publication of this notice, ASYMCA will be solicited to provide the required services. If this procurement were competed, no additional synopsis would be published and the solicitation document would only be forwarded to the intended vendor and firms that responded to this synopsis. The proposed acquisition is for services which the Navy intends to solicit and negotiate with only one source. The solicitation will require the submission of a cost/price proposal. All responsible sources may submit documentation which shall be considered by NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office.
