- Description
- The US Forest Service, Sothern Region announces a Request for Qualifications (RFQ) for the award of a single Indefinite Delivery Indefinite Quantity (IDIQ) Type contract for Mining / Tunneling Engineering Services. The work will primarily be at locations throughout the Southern Region, which includes the States of Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas North Carolina, Georgia, and Virginia, and the Commonwealth of Puerto Rico, however, work may be located in any state of the United States. This procurement is 100% set aside for small business. The applicable NAICS code for this is 541330 with a corresponding size standard of $15 million. Only firms with Registered Professional Engineer(s) with a minimum of 5 years specialized experience in mining and tunneling and can demonstrate competency in assessing weaknesses or defects in natural rock formations, loss of integrity of supporting structure or device, and design of mitigating measures will be considered. Firms that meet this requirement are invited to submit: SF-330 Part I SF-330-Part II All requested supplemental information listed herein Selection will be in accordance with PL 92-582 (Brooks Act) and Federal Acquisition Regulations (FAR) Part 36 to determine the most highly qualified firm. The Contract will be awarded for a base period of one year from the date of award with four (4) one year option periods for a total of five (5) years if all options are exercised. Projects will be issued to the A-E firm by delivery orders against the awarded contract. The contract minimum guarantee is $2500 and is applicable to the base year of performance only. The contractor receiving award will have $2500 obligated on their base contract to cover the minimum guarantee. If the contractor receives a Task Order, a unilateral modification will be issued to de-obligate the minimum guarantee from the base contract. If the contractor does not receive a Task Order prior to contract base year expiration, they may submit an invoice for the minimum guarantee amount immediately following the expiration of the base year of the contract. The maximum dollar amount shall not exceed $1,000,000.00 for the life of the contract. Each individual delivery order is subject to satisfactory negotiations. The first project will be at Blanchard Springs Cavern on the Ozark-St Francis National Forest, Arkansas. A Statement of Work (SOW) is attached to this RFQ. II. Services required will be for: (a) Examining natural rock and other geological formations for soundness and stability. (b) Examining constructed stabilization measures, including rock bolts/anchors, timber shoring, steel, stone or other supporting structures. (c) Designing remedies for structural defects. Designs shall be compatible with the setting. (d) Providing construction administration assistance, including inspection and review of shop drawings and/or material/equipment submittals and verification. (e) Design review of designs produced by others, including in-house units, volunteers, cooperators, and partners. The contract will be awarded to a single firm. The firm may sub-contract services not available in-house. All vendors must be registered in sam.gov to be considered for award. The estimate for issuance of the solicitation is on or about 22th June 2016.
