- Notice of intent to award a sole source requirement to American Science & Engineering, Inc., 829 Middlesex Turnpike, Billerica, MA 01821 for a total of 45 software licenses to their AS&E Viewer Express Software. This software emulates the AS&E Inspection software supplied by AS&E for all their X-Ray equipment. CBP owns and operates a large number of the AS&E X-Ray devices. The AS&E Viewer Express Software facilitates training on the AS&E Inspection software used by CBP. Both the operational and training software is trademarked and copyrighted by AS&E. In order to effectively use the systems, operators must be trained on software that performs in the same manner as the operational software on the actual fielded equipment. AS&E is the only vendor providing this software, which has a unique operator interface and image manipulation and processing features. ASE images which will be used in training are in a unique format as well, and only this software allows them to be opened and manipulated using the AS&E software functions. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only One Respnsible Source and No Other Supplies of Services Will Satisfy Agency Requirement". Interested persons may identify their interest and capability to respond to the requirement or submit proposals to be used for consideration of future requirements. This notice of intent is not a request for competitive proposals and an RFQ will not be issued, however, all proposals received by the closing date and time will be reviewed and used for future requirements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for a future requirement. Any vendor who wishes to submit a proposal for future consideration should email their company's capabilities information to the attention of Robert Sieferman no later than 12:00 noon EDST, June 22, 2016 at robert.w.sieferman@cbp.dhs.gov. Only email responses will be accepted.
