- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Jeremiah Rogers) for receipt by close of business (2 p.m. local Denver time) on June 14, 2016: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $7 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the Golden Gate N.R.A. Tunnel Preservation project in which you performed ( as the prime contractor ) polyurethane resin injection, coring/pressure grouting, shotcrete application, removal and replacement of the existing lighting system with an LED lighting system, and removal and replacement of the existing wall mounted waterline and sewer line. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: CA FTNP GOGA PRES 1(15) Golden Gate N.R.A. Tunnel Preservation This project is located in the Marin Headlands area of Golden Gate National Recreation Area, Marin County, California. The project will include preventative maintenance, lighting system replacement, and waterline and sewer line replacement in the one-way, 2,362 foot long Baker-Barry Tunnel, and pavement preservation on 0.12 miles of roadway, parking area resurfacing and rehabilitation, and culvert cleaning on the CA FTNP GOGA PRES 1(15). Work is included on Bunker Road (including the Baker-Barry Tunnel), Field Road, Mitchell Road, and within the YMCA parking lot in the Marin Headlands The project requires specialized, highly technical work within the tunnel including polyurethane resin injection, coring/pressure grouting, shotcrete application, removal and replacement of the existing lighting system with an LED lighting system, and removal and replacement of the existing wall mounted waterline and sewer line. The LED lighting system will include an addressable energy management system allowing for individual control and monitoring of each luminaire and dynamic dimming of daytime luminaires to correspond to ambient light levels on both the inside and outside of the tunnel within seven daytime zones for each travel direction. Principle work items include 35,000 pounds of polyurethane resin injection, 3,500 square yards of shotcrete, 400 linear feet of coring/pressure grouting, 200 ceiling mounted tunnel LED luminaires, 12,500 linear feet of conduit, 2,500 linear feet of 8-inch plastic sewer line, 2,500 linear feet of 10-inch PVS waterline, cleaning 20 culverts, and 900 tons of hot asphalt concrete pavement. All of the work is occurring in or adjacent to cultural and natural resource sensitive areas in Golden Gate National Recreation Area, and great attention to detail will be required in achieving customer satisfaction in areas of tunnel maintenance, lighting installation, waterline and sewer line installation, quality control, and timely completion of work. Construction phasing and temporary traffic will be very important to minimize disruptions to park visitors throughout construction. The estimated price range is between $ 4,000,000 and $7,000,000. The anticipated advertisement date is July 2016. Construction is anticipated from October 2016 to January 2017.
