Description
TH-57 Lead System Integrator Effort N61340-12-D-5107 SOURCES SOUGHT (REQUEST FOR INFORMATION) The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to negotiate, on a sole source basis with Flight Safety International (cage code 31866) of Broken Arrow, OK, a delivery order under the Training Systems Contract III (TSC III) Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) for the modification to the TH-57C Operational Flight Trainers (OFT) to implement a Commercial off the Shelf (COTS) Garmin GTN-650 radio and navigation solution to address obsolescence and provide ADS-B (Out) capability. Per the authority under FAR 16.505(b)(2)(i)(D), an order can be issued on a sole source basis if the order is satisfying a minimum guarantee. The anticipated contract value for this contract is $1.6M. PLACE OF PERFORMANCE The TH-57 Lead System Integrator Effort involves the following training systems: -OFTs, Device 2B42A, at Naval Air Station (NAS) Whiting Field, 7550 USS Essex Street, Milton, FL 32570 DISCLAIMER THIS SOURCE SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND A Federal Aviation Administration (FAA) mandate directs a nationwide transition to ADS-B (Out) technology by 1 January 2020. The ADS-B (Out) requirement is mandated by the FAA within the National Airspace System as specified by Title 14 Code of Federal Regulations (CFR) Part 91.225. A modification will implement a COTS-combined Very High Frequency (VHF) radio and Global Positioning System (GPS) Navigation solution (Garmin GTN-650) that addresses avionics obsolescence and provides ADS-B (Out) capability to all TH-57B/C aircraft. This new capability will be also be integrated into the TH-57 OFT curriculum. The TH-57 ADS-B out capability (GTN-650) will be integrated into the OFTs at NAS Whiting Field, Florida (FL). The anticipated award date is September 2016 with deliveries beginning in 2017 and ending in 2020. ELIGIBILITY The requirement being procured falls under the auspices of the TSC III IDIQ MAC. As this announcement is provided under the auspices of the TSC III IDIQ MAC, only LOT I and LOT II Prime contract holders will be considered. Any interest in subcontracting opportunities shall be addressed to the TSC III IDIQ MAC Prime contract holders using the attached TSC III IDIQ MAC Prime contract holder point of contact list. The applicable NAICS code for this requirement is 333318 (Other Commercial and Service Industry Machinery Manufacturing). The Product Service Code (PSC) is 6910 (Training Aids). All interested parties must be in the System of Award Management. Information concerning SAM registration requirements may be viewed via the Internet at https://www.sam.gov/portal/SAM/. SUBMISSION DETAILS This sources sought notice is not a request for competitive proposals. It is a notice that outlines the Government ™s intent to contract on a sole source basis with Flight Safety International. The Government intends to sole source to Flight Safety International in order to fulfill the minimum guarantee under the TSC III IDIQ MAC. Interested TSC III IDIQ MAC Prime contract holders shall submit their written technical capabilities to provide the supplies outlined under Attachment (1) and Attachment (2). Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses shall include Company Name, Company Address, Company Business Size, and Points of Contact including name, phone number, fax number, and e-mail address. Detailed written capabilities must be submitted by email to Ms. Sarah Landers (sarah.landers@navy.mil) in an electronic format that is compatible with Microsoft Office 2010 applications (MS Word), no later than 3 PM Eastern Standard Time (EST) on Wednesday, 22 June 2016. Verbal submissions via phone will not be honored. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. If no responses are received from this notice, an exception to fair opportunity to satisfy a minimum guarantee will be pursued, in accordance with FAR 16.505(b)(2)(i)(D). If conducted as a sole source procurement, a separate updated synopsis will not follow since the intent of FAR 5.201 and 5.204 is met.
