Description
The U.S. Army Contracting Center-New Jersey, Emerging Technologies (ACC-NJ-ET) on behalf of Armament Research, Development, and Engineering Center's (ARDEC) Benet Laboratories, Watervliet Arsenal, NY, is conducting a sources sought to identify potential sources to provide services including manufacturers who specialize in the supply, machining, and fabrication of Molybdenum, Tungsten-Tantalum, and Niobium alloy products. The sources shall be experienced refractory materials specialists, with knowledge of how metals will behave, and have direct abilities and competence in powder/wrought metallurgy to meet specific design needs. The source shall have the resources to either condense, press, sinter, flow form, extrude, roll, or cold spray powders into the desired forms. If required, the sources shall need to re-crystallize the end products to final specifications. The source shall be familiar with fabrication and inspection techniques used with fabrication of long thin wall cylinders. Alternatively, the source shall have the resources to vacuum melt the materials, then heat treat the products to final specifications. The source shall have proven history and successful experience along with the ability to fabricate specialized near-net shapes of stated refractory materials for the Defense, Aerospace, Nuclear and Energy production industries. The source shall have the ability to inspect and record finished product quality by NDT methods. The source shall have the ability to inspect and record finished tubing sizes internally and externally throughout the bore length. The source shall be ISO 9002:2000 compliant and shall agree to the terms of the ARDEC-Benet Non-Disclosure Agreement (NDA). This announcement constitutes an official Request for Information (RFI). Any information or brochures submitted will be used for planning purposes only and shall not be considered as a Request for Proposal or as an obligation on the part of the Government to purchase a technology. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract (see FAR 15.201(e)). No funds have been authorized, appropriated, or received for this effort. Responses: Interested organizations should submit a tailored capability statement for these requirements that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. Responses will be reviewed only by ARDEC personnel and will be held in a confidential manner. The capability statement shall include system specifics including documented past performance history of successful manufacturing and fabricating Tantalum Tungsten, refractory alloys, and large thin walled cylinders. Response should identify their current business structures: (a) Name of Company-including contact person's name, company address, telephone numbers (voice and Fax), email address; (b) Company size (i.e. Large, Foreign, Small, Small Disadvantaged, 8(a), Women-Owned Small Business, Historically Underutilized Business Zone Concern, Veteran-Owned Small Business, or Service Disable Small Business). Identify current products that are available commercially or can be modified to meet the requirements as described above. Submitted documentation will not be returned. Any and all information provided shall include a description of the proposed technology specifics including technology capabilities and relevant applications.
