- It is incumbent upon the offeror to review this DRAFT Request For Proposal (RFP) in its entirety. Proposals are NOT to be submitted as a result of this DRAFT RFP. US Army Contracting Command - Aberdeen Proving Ground Edgewood Division (ACC-APG ED) on the behalf of the Joint Program Manager Information Systems (JPM IS) intends to post solicitation W911SR-16-R-0006 for the Joint Effects Model (JEM) on or around 30 July 2016, with proposals due 45 days thereafter. NAICS Code IS 541511. The purpose of this acquisition is for the development and integration of existing and new software capability to model and simulate the effects of Chemical, Biological, Radiological, and Nuclear (CBRN) weapon strikes and Toxic Industrial Chemical/Toxic Industrial Material (TIC/TIM) incidents. The primary objective of the JEM contract is to support software research and development, and integration, upgrade, modernization and sustainment to advance an intelligent Chemical, Biological, Radiological, and Nuclear Warfare infrastructure. The contractor will work in a team-based Agile environment. The Agency will create and maintain system roadmaps, project plans, and product and release backlogs that will be the basis for the contractor's work. The Product Owner will specify high-level requirements to the Agile team. As in typical Scrum-based Agile processes, the Agency Product Owner will work together with the team to develop and estimate user stories and establish acceptance criteria. These acceptance criteria will specify expected functionality for a user story, as well as any non-functional requirements that must be met in the development of the story. The Agency Product Owner, supported by SMEs and business analysts, will determine whether or not acceptance criteria have been satisfied. The Government anticipates utilizing both Cost-Plus-Award-Fee (CPAF) and Cost-Plus-Fixed-Fee (CPFF) for software development and sustainment services on a Level of Effort (LOE) basis. The Government intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) Requirements type contract with the first Task Order concurrently awarded for the first year of services, with a one (1) year option. All questions on the draft RFP shall be submitted via email to lenore.y.paseda.civ@mail.mil and david.j.shriner3.civ@mail.mil no later than 4:00 PM Eastern Time on June 17, 2016. Offerors shall NOT submit questions via the FedBizOpps website. All questions shall be submitted in a Microsoft Office 2013 or higher Excel spreadsheet provided on the FedBizOpps website. The Microsoft Excel spreadsheet shall be titled as follows: "W911SR_16_R_0006_Draft_Questions_<insert company name>" with the inclusion of the Offeror's company name.
