APPLICABLE PROVISIONS AND CLAUSES solicitation TITLE: - Helium-Neon lasers SOLICITATION NUMBER: NB733030-16-03942 RESPONSE DATE: June 13, 2016 at 8:00 AM Eastern Time DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6- STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87. The purpose and objective of this procurement is to acquire helium neon lasers. BACKGROUND OF PROPOSED ACQUISITION: The Fire Research Division conducts research on the consequences of fire in the National Fire Research Laboratory. This acquisition will enable direct and continuous measurement of smoke produced from fire experiments. DESCRIPTION/PURPOSE OF ITEM/SERVICE TO BE ACQUIRED: The items to be purchase are intensity stabilized lasers that are needed to produce high quality laser light extinction measurements in the smoke exhaust ducts of the National Fire Research Laboratory. See the Required CLIN Structure for details on the exact requirements. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing. The small business size standard is 500 employees. This acquisition is 100% set aside for small businesses under the applicable small business size standard. NIST anticipates the award of a single, firm-fixed price purchase order. All offerors shall provide a firm-fixed price quotation in accordance with the Instructions to Offerors for the line items detailed in the section titled "Required CLIN Structure." 1352.215-73 INQUIRIES (APR 2010): Offerors must submit all questions concerning this solicitation in writing electronically to sajurnia.harris@nist.gov. Questions must be received no later than 3 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision). REQUIRED CLIN STRUCTURE: CLIN 0001: Quantity: (4) Unit: Each Description: The Contractor shall provide helium-neon lasers that meet or exceed the following minimum technical requirements: a.Helium-Neon lasers must operate at a wavelength of 633 nanometers, TEM(00) transverse spatial mode, with a linearly polarized output greater than 500:1. b.The stabilized power output must be adjustable to 1 milliwatt, and in intensity stabilized mode, the output may only vary plus or minus 0.2 percent over a one hour period. c.The time to lock the stabilized mode must be 30 minutes or less, and the operating temperature range must be 15 degrees Celsius to 30 degrees Celsius or wider range. d.The Lasers must be listed as CDRH Class 3R, and operate with a power supply input of 120 volts, 60 Hz alternating current. e.Individual power supplies for each laser must be included. INSTRUCTIONS TO OFFERORS: System for Award Management In accordance with FAR 52.204-7, the awardee must be registered in the System for Award Management (www.sam.gov) prior to award. Refusal to register shall forfeit award. Addendum to FAR 52.212-1 Instructions to Offerors- Commercial Items All quotations must be submitted electronically so that they are received at sajurnia.harris@nist.gov no later than June 13, 2016 at 8:00 AM Eastern. Facsimile quotations will NOT be accepted. All offerors shall submit their quotations on letterhead paper to the email address stated above by the date and time specified above. All quotations shall contain, at a minimum, the information detailed below for each respective volume. If a quotation is missing any of the elements listed below, the quotation may be deemed unacceptable and may not be evaluated further: 1) Price Volume: The price volume shall address the following: Administrative Information: The Administrative Information section of the price quotation shall contain the following: (1)The solicitation number; (2)The name, address, and telephone number of the offeror; (3)A total firm-fixed price for each CLIN in accordance with this solicitation; (4)Any applicable discount terms; (5)A statement that the Offeror agrees to all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (6)A statement that the quotation is valid for a minimum of 30 days from the response deadline of this solicitation. Pricing Information: The Offeror shall propose a total firm-fixed-price for each line item detailed in the REQUIRED CLIN STRUCTURE section. The Offeror may also provide supporting documentation such as calculations, price lists, product literature, or any other applicable supporting documentation. 2) Technical Volume: The technical quotation shall clearly demonstrate compliance with the support/maintenance described in the REQUIRED CLIN STRUCTURE. The quotation must clearly demonstrate that the proposed products meet or exceed the minimum technical requirements given in the solicitation. EVALUATION FACTORS FOR AWARD: This requirement will be awarded to the offeror who presents a technically acceptable offer at the lowest price. A quotation will only be considered technically acceptable if it clearly demonstrates compliance with the items in the Required CLIN Structure, provides a firm fixed price for each CLIN as a whole, and is an authorized reseller of the required products. Award may be made by the Contracting Officer without discussions.
