Description

Contract work consists of a Base bid to place approximately 600,000 cubic yards of beachfill, along the Atlantic Ocean coastline of Seven Mile Island, Cape May County, New Jersey, within the Municipalities of Stone Harbor and Avalon. The contract work may also consist of up to 6 separate Options to place additional amounts of beachfill per option, in locations within and outside of the Base bid area as follows: Option(s) 1 - 450,000 cubic yards, 20 days; 2 - 250,000 cubic yards, 13 days; 3 - 95,000 cubic yards, 5 days; 4 - 300,000 cubic yards, 15 days; 5 - 180,000 cubic yards, 9 days; 6 - 55,000 cubic yards, 3 days. The project work for the Base and Options (if awarded) may also include in addition to beachfill, the construction of pedestrian, vehicle, and handicap dune crossovers; planting dune grass; and providing sand fencing. The only approved borrow areas for the beachfill material to be placed in Avalon and Stone Harbor are located within the Atlantic Ocean and adjacent to Townsend Inlet in Hereford Inlet. Solicitation Number W912BU-16-B-0004 will be issued on or about 22 June 2016 with a bid opening date of 21 July 2016 at 11:00 a.m. All work under the Base contract must be completed within 90 calendar days after receipt of the Notice to Proceed. If any or all of the Options are awarded, contract performance time will be extended by the amount of days listed for the option. Cost range for the project is $5,000,000.00 to $10,000,000.00 and the NAICS Code is 237990 with a size standard of $27.5 million dollars. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for Plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. The solicitation will contain FAR 52.222-37 Compliance with Veteran's Reporting Requirements, therefore contractors who have received a federal contract of $100,000.00 or greater, except as waived, must have submitted the required annual form VETS-100 Federal Contractor Veterans' Employment Report (VETS-100 and/or VETS-100A Report) to be eligible for an award. Information on submitting your report may be obtained by calling 1-703-461-2460 or by accessing the following Internet website: www.vets100.com. All contractors must be registered in the System for Award Management (SAM) database as required by FAR 4.11. Registration information may be obtained by accessing the internet website at https://sam.gov. Davis Bacon rates will be applicable to this project, and bonding and insurance is required. Please review all bonds and accompanying documents required to be submitted. Affirmative action to insure equal employment opportunity is applicable to the resulting contract. Liquidated damages will be applicable to this project and specified in the solicitation. Award will be made as a whole to one bidder. This procurement is advertised as unrestricted.
