Description

The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for the Office of Research and Development Massachusetts Veterans Epidemiology Research and Information Center for brand name Datalabs software license renewal, support, and maintenance for existing licenses and to purchase additional Datalabs software licenses in support of two new Cooperative Studies Program (CSP) clinical trials, CSP 594 and CSP 597. The TAC intends to award a sole source, firm-fixed price contract to Datalabs Inc. University Research Park 101 Academy Drive Suite 250 Irvine, CA 92617 on the basis of other than full and open competition pursuant to authority 41 U.S.C.3304(a)(1) as implemented by the Federal Acquisition Regulation 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." However, in accordance with FAR Part 5.207(c) (16) (ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The period of performance for software license renewal, support, and maintenance shall be date of award through 12 months with one, nine-month option period to be exercised at the Government's discretion. The North American Industrial Classification (NAICS) for this effort is 511210. The anticipated award date is June 30, 2016. This notice does not in itself represent the issuance of a formal request for proposal/quote and is not intended to be taken as such. This notification shall close on June 14, 2016.
