Description
Enclosure 1: SUBSAFE Qualification Information The Naval Sea System Command (NAVSEA) is issuing this Sources Sought Synopsis as a means of conducting market research to identify potential sources having an interest in becoming qualified to conduct maintenance, repair or install alterations within the Submarine Safety (SUBSAFE) certification boundary onboard US Navy submarines. In order to perform SUBSAFE work contractors must invest their own funding to become qualified to work within the SUBSAFE boundary. Qualification requirement are outlined in the enclosure 1 Instruction to this sources sought notification. The contractor must have the industrial, management, organizational, and financial capability, and personnel resources available with the training and experience to execute repairs, maintenance, or alterations on U.S. Navy submarines. The contractor's facility must be cleared at the 'Secret' level. The contractor's personnel who will work aboard a US Navy nuclear submarine must be U.S. citizens and possess at least 'Confidential' security clearance. This Sources Sought Synopsis is for informational purposes only. This notice is the initiation of market research under Federal Acquisition Regulation (FAR) Part 10 and is not a Request for Proposal (RFP). The information provided may assist NAVSEA in developing and further defining future procurement and acquisition strategies. It does not constitute a solicitation, and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result to this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran owned, HUBZone small businesses, and woman-owned businesses are encouraged to participate. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future solicitation. If a solicitation is released, it will be synopsized on the FedBizOps. It is the responsibility of potential offerors to monitor the FedBizOps for additional information pertaining to this requirement. All information shall be provided free of charge to the Government. Interested parties are requested to submit a Capability Statement, which includes information on company background and past performance, relevant to the requirements stated in this notice. The Capability Statement should also include the following information: 1. Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Women Owned Small Business, or Service Disabled Veteran Owned Small Business. 2. Organization name, address, Point of Contact, email address, web-site address, telephone number, and size and type of ownership for the organization. 3. Data Universal Numbering System (DUNS) Number and Commercial and Government Entity Cage Code. Submission Instructions: Interested parties who consider themselves qualified to perform the above SUBSAFE work are invited to submit a response in the form of a Capabilities Statement to this Sources Sought Notice by 4:30pm on 28 June 2016 Eastern Standard Time. Responses shall be emailed to the Contract Specialist, Kevin Giardini at kevin.giardini1@navy.mil. All questions and comments concerning this Sources Sought Synopsis should be emailed to the POC's listed below and must be in writing; telephone inquiries will not be accepted.
