- Description
- The Office of Acquisition and Assistance, USAID/Haiti intends to modify Contract Number AID-521-C-15-00013-00 with DFS Construction, LLC, # 25 Shaw Street, Annapolis, Maryland 21401. The modification will extend the contract for a period of 10 months from February 24, 2016 to December 23, 2016 and increase the total estimated cost by approximately $2, 2,000,000. The purpose of the modification is to continue to execute the structural repairs in housing units, improvement of site storm water drainage system, and reconstruction of the potable water supply and sanitary sewerage distribution systems. The above contract was awarded to DFS Construction, LLC on a Limited Competition on September 26, 2015 for ceiling price of $ 7,923,082. The purpose of the project is to make vital repairs at the EKAM site; these include repairs to masonry wall to reinforce the units and protect against seismic (earthquake) forces, repairs to roofs to protect against high winds (hurricane) and to prevent leakage, repairs to the sanitation system to enable adequate wastewater treatment and infiltration into the ground, and repairs to the water distribution system to improve water flow and pressure, among others. USAID/Haiti intends to solicit and negotiate non-competitively with only one source (DFS) under the authority of AIDAR 706.302-70(b)(5). The required services include continuation of services of the same nature as described in the original statement of work of the original contract. This extension allows for the continuation of integral ongoing project activities and sustainability of projects implemented under the contract. Seeking a new procurement to fulfill these ongoing services will be duplicative, costly, and time consuming. There will be no solicitation documents issued for the proposed action. Therefore, this notice of intent is not a request for competitive proposals. Interested persons may, however, identify their interest and capability to respond to the requirement or submit proposals. The Government will consider all expressions of interest received within a seven(7) calendar days after date of publication of this notice. A determination by the Government not to compete this proposed Contract modification based upon responses, if any, to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
