The types of work in this IDIQ include, but will not be limited to, new design and construction of buildings and structures; Maintenance repair or alteration of buildings, structures, roads, grounds, and roofs; specialty construction; utilities including fuel systems; and miscellaneous services including minimal amounts of asbestos or lead removal. It is the government's intent to award this solicitation as a single award IDIQ with a five year ordering period. An initial obligation, otherwise known as a seed project, as required by AFFARS Mandatory Procedures found at MP5316.504 will be awarded as Task Order 0001 at time of contract award. The specifications and Statement of Work (SOW) for this seed project is posted with the solicitation. In accordance with Federal Acquisition Regulation (FAR), 36.204, Disclosure of the Magnitude of Construction Projects, the magnitude of the seed project is between $100,000 and $250,000. IAW the FAR references listed above and Defense Federal Acquisition Regulation Supplement (DFARS) 236.204, Disclosure of the Magnitude of Construction Projects, the magnitude of anticipated construction projects for this IDIQ contract award is between $25,000,000 and $45,000,000. This procurement is set aside 100% for Mississippi 8(a) Small Business concerns. The associated North American Industry Classification System (NAICS) is 236220 and the Small Business size is $36.5 million dollars. The evaluation criterion is detailed in the solicitation. The solicitation is posted on Federal Business Opportunities (FBO) at http://www.fbo.gov. Paper copies of this solicitation will not be available. All solicitation information may be obtained through the above referenced website. Interested parties should register with FBO and subscribe to receive procurement announcements related to this solicitation. Potential Offerors are responsible for monitoring this site for release of the solicitation package and any subsequent amendments. To be eligible for contract award, Offerors must be registered in the System for Award Management (SAM) prior to award. Additionally, Offerors must complete the online representations and certifications. Offerors can register and complete the representations and certifications via the SAM website at http://www.sam.gov. All prospective Offerors interested in submitting a quote must also have a Commercial and Government Entity (CAGE) code. This notice neither obligates the Government to award a contract, nor obligates the Government to pay for any proposal preparation costs. A pre-bid/pre-proposal conference will be conducted at 9:00 AM CDT on 17 June 2016 at Columbus Air Force Base, MS. All contractors shall meet at the main entrance visitors center Columbus AFB MS. Submit the names of all attendees (not to exceed three individuals) via email to 2Lt Jamail Walker (jamail.walker.1@us.af.mil) and Mr. Michael Schneider (michael.schneider.26@us.af.mil) prior to 11:00 A.M. CDT, 14 June 2016. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees.
