- PRESOLICITATION NOTICE FOR HITC BLDG. 215 (C ) REPLACE/REPAIR EXTERIOR EXPANSION JOINTS The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM) has a requirement to renovate, repair, and/or replace the horizontal expansion joints, vertical expansion joints and repointing for Building 215 facades in Building 215 (C ), HITC (Hines Information Technology Center), Edward Hines, Jr. HITC, 500 S. 5th Avenue, Hines, IL 60141. The SDVOSB contractor shall furnish all labor, tools, equipment, materials, coordination and supervision to complete all work to include, but not limited to, the following: replacement and repair of the horizontal expansion joints, vertical expansion joints and repointing specific designated areas for Building 215 façades: Removal and proper disposal of existing expansion joints (vertical and horizontal) sealant and backer rod on all four elevations of Building 217, HITC. Removal and proper disposal of any environmental, and hazardous materials from the removal of the existing expansion joints. The installed materials shall be conform to the attached specifications and referenced ASTM standards. End-user requirements: The building exterior shall be kept weather proof thru out construction to prevent the entrance of any water or moisture into the building. After hours and weekend work: The contractor shall arrange with the COR to perform this work in advance not less than fourteen (14) days prior to the date on the approved schedule. Uninterrupted service: The building shall remain fully functional during the construction period. Specifications: Standard specifications shall be taken from the VA's Technical Information Library (TIL) but may be augmented as necessary to clearly define the project. he contract scope shall be executed in accordance with the drawings and specifications and other requirements of the contract documents. The solicitation will be 100% set aside for Service disabled Veteran Owned Small Business (SDVOSB).The SDVOSB must be a General Contractor company with an approved NAICS Code of 238140 Masonry Contractors, Size Standard $15.0 million, and sufficient bonding capacity (100% payment and performance bonds required). Additionally, offerors will be required to submit a bid guarantee with their proposal. The magnitude of construction cost for this project is between $25,000.00 and $100,000.00 with a completion period of 90 calendar days after receipt of notice to proceed. NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM and be registered/certified and visible as a SDVOSB firm on the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov, at the time of submission of proposal and at the time of award. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, by registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By signing up for the "Register to Receive Notification list" at http://www.fedbizopps.gov, you will be notified by email of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be held. Information regarding the site visit will be contained in the forthcoming solicitation, in the event one is issued. Contractor shall visit the site prior to proposal submission in order to be fully acquainted with existing site conditions and scope of work. There will be no public bid opening. The proposals will be evaluated and award made utilizing the Best Value, Trade-Off method IAW FAR Part 15. Offerors are advised award may be made without discussion.
