Description
The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) plans to make available Industry Day charts and conduct an Industry Day Tour for the Neutral Buoyancy Laboratory (NBL) Operations Contract (NOC) acquisition on Thursday, June 23, 2016. Industry Day Tour registration is requested on or before Tuesday, June 14, 2016. A Request for Information (RFI) synopsis was posted on May 12, 2016, under the Reference Number NNJ16588818L, requesting industry information to consider as part of the decision making process for this procurement. Also, a redacted version of the NSOC contract, along with a sample Statement of Work of potential future requirements, General Operating Plan (GOP), Standard Operating Plan (SOP) and NBL/SVMF Operations Contract External Customer Policy are posted on the NOC procurement website in the Technical Library. The Government is considering making this procurement a Small Business set-aside acquisition. It is the potential offeror's responsibility to monitor this website for updates. The NBL provides a unique environment to simulate microgravity using underwater neutral buoyancy techniques. It provides capabilities for astronaut training, real-time mission trouble-shooting, extravehicular activity (EVA) procedure development and verification, flight hardware development and verification, water survival training, and support of external customers. Because of the NBL's importance to NASA's mission, and the highly hazardous operations performed there, the NBL has high-visibility to agency management and the general public. The NBL also includes a Logistics and Mockup Facility (LMF) that provides fabrication, repair, and maintenance of mockups and systems. The NBL is operated by JSC's Flight Operations Directorate (FOD). The NBL currently supports the International Space Station (ISS) Program, other NASA future space programs, and other JSC directorates (e.g., Engineering, Health and Human Performance, and Public Affairs). In addition to the JSC directorates, the NBL also supports other NASA field centers, other Government agencies (e.g., U.S. Coast Guard), and commercial companies. The support provided includes use of the NBL for submerged and surface activities. The LMF is also available to provide hardware repairs or modifications to increase productivity in the pool. Industry Day charts which provide a contract overview will be posted in advance to be reviewed by interested parties at their convenience. These charts will be made publically available on the NOC website: http://procurement.jsc.nasa.gov/nbl/ on or about Monday June 13, 2016. These charts will not be presented at the Industry Day Tour. The goals of the NOC Industry Day are to: 1. Provide industry an overview of the NBL requirements and the current way that business is conducted 2. Develop industry understanding of the Government's current vision and mission 3. Promote competition and solicit feedback on the proposed acquisition 4. Provide industry with the opportunity to communicate with the Government early enough in the procurement process to provide input into the NOC procurement strategy 5. Allow industry to learn the role of the NBL and the FOD 6. Encourage offerors to submit questions and comments electronically via the NOC website. The Government will respond electronically to all questions submitted by posting them to the NOC website. The NOC Industry Day activities are open to all firms that are interested in pursuing contracting/subcontracting opportunities on the NOC procurement, whether they have performed work at JSC or not. All interested parties are encouraged to participate. Attendance is neither required nor a prerequisite for proposal submission and will not be considered during the evaluation process of any subsequent request for proposal. Following the Industry Day, a list of interested parties that includes respondents from the RFI and parties that attended are expressed interest in Industry Day will be posted to the NOC website: http://procurement.jsc.nasa.gov/nbl/. Interested parties are encouraged to submit questions electronically following the release of the NOC Industry Day presentation. Questions will be posted to the NOC procurement website concluding the site visit and one-on-one sessions. ONE-ON-ONE SESSIONS The purpose of the NOC Industry Day one-on-one communication meetings is to allow industry the opportunity to openly communicate with the Government by providing comments and inputs early enough in the procurement process for consideration during the procurement strategy. To facilitate interactive communications with industry, NASA personnel will also be available for private one-on-one meetings after the NBL site visit. NASA/JSC will hold one-on-one meetings with industry on June 23, 2016, to discuss the anticipated NOC procurement. Instructions for scheduling a one-on-one meeting are included below. The meetings will be held with the interested parties at the scheduled times provided in the response to the RSVP. The purpose of these one-on-one meetings is to provide industry with the opportunity to better understand the existing requirements under the NOC acquisition, and to allow industry an opportunity to provide input related to the NOC procurement. The one-on-one meetings are intended to be question and answer sessions in which neither side will be making a formal presentation. Please note that neither side will be making a formal presentation during the one-on-one communication meetings; recording (including, but not limited to, photo, video, and audio-recording) devices are prohibited. One-on-One meetings can be attended either in person and/or via teleconference. The following topics may be discussed: 1. The general purpose of the announced procurement; 2. Any information about JSC that NASA has already made accessible to the public or is otherwise being made available to all potential offerors; 3. Historical information about the general nature or scope of prior contracts whose requirements will be addressed in whole or in part under a follow-on procurement; 4. Information that describes the federal procurement process as defined by the Federal Acquisition Regulation (FAR), NASA FAR Supplement (NFS), or other published procurement policy documents; and 5. Procurement-specific information already published, such as information contained in the acquisition forecast, sample Statement of Work (SOW), and pre-solicitation synopses. Questions regarding the subjects below will not be discussed: 1. Proprietary or confidential business information of incumbent contractor(s) or other business entities performing similar or ongoing efforts; 2. Privacy Act-protected information, such as incumbent contractor employees' personal data; 3. Trade Secrets Act-protected information; 4. Speculation on what the Government might be looking for in proposals; 5. Different technical and management approaches; 6. Technical Efficiencies; 7. Any particular Government Emphasis; and 8. Incumbents' performance. ATTENDANCE LIMITATIONS: The One-on-One Meeting attendees is strictly limited to four (4) persons per company, or per team. Attendance for the NBL tour is limited to two (2) representatives per company, or per team. Due to badging requirements, all tour participants must be U.S. citizens. All tour participants will be required to provide a valid Federal or State government issued picture identification to obtain a visitor badge to access the JSC (identification must contain a photograph, legal name, date of birth, gender, height, eye color and address). The Government will be inviting industry for a follow-up one-on-one session via teleconference approximately three (3) weeks after the NBL site visit to ask specific follow-up questions. The purpose of this specific follow-up one-on-one will be to ask any questions to better understand the existing requirements and not to provide capabilities and qualifications information. Further instruction regarding follow-up one-on-one sessions will be released via the NOC procurement website. It is the potential offeror's responsibility to monitor this website for updates. Any company may request a one-on-one meeting, regardless of whether they are interested in proposing as a prime contractor or subcontractor. Meetings will not exceed 25 minutes in length. Appointments will be scheduled every 30 minutes between 1:00 p.m. CST to 7:00 p.m. CST on Thursday, June 23, 2016. No recording devices are permitted during the site visit briefing or one-on-one meetings. A confirmation email will be sent to acknowledge your planned participation and to provide further instructions to attend the NOC site visit and one-on-one session. DUE TO RESTRICTED ACCESS, HEIGHTENED SECURITY AND SAFETY REQUIREMENTS, OFFERORS WHO DO NOT REGISTER FOR THE SITE VISIT BY 12PM NOON CDT, TUESDAY, JUNE 14, 2016 WILL NOT BE ALLOWED TO PARTICIPATE IN THE SITE VISIT. Companies will be notified on or before Monday, June 20, 2016, of their assigned one-on-one meeting day and time. Should the number of firms requesting meetings exceed the times available on June 23, other meeting times will be arranged as soon as is practical.
