Description

The Department of Veterans Affairs in Temple Texas, VISN 17, intends to negotiate a sole-source contract with ECONOMIC SYSTEMS, INC.) - FALLS CHURCH, VA 22042-4568 to provide FHR Navigator with the Retirement and Separations module (legacy ERS Web © - Integrated Solution) is a unique product affected by several features, Including (but not limited to) the integration of the comprehensive retirement calculator (Federal retirement, Social Security Disability and Old Age Benefits and Federal Thrift Savings Plan annuities); the Office of Personnel Management chartered Federal Employees Retirement Coverage Correction Act (FERCCA) calculator; automated pre-filled government forms; its Web-based environment, and simultaneous access for HR specialists and employees: NAICS code 511210. Justification for this sole source procurement is in accordance with FAR 6.302-1(a) (2) (ii) (A), only one responsible source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no valid responses are received, the South Texas Veterans Health Care System will proceed with the intended sole source contract. Responses must be received no later than 3:00PM, CST on 6-10-2016.
