- Description
- The purpose of this modified synopsis is to announce that the Government intends to extend the period of performance of the subject procurement and add to the scope of work. Award of the "Pilot Evaluation of the Efficacy and Feasibility of the Essentials for Parenting Toddlers and Preschoolers" was made to Westat, Inc. on September 29, 2014 under contract number 200-2014-59973 in the amount of $496,872.00. The contract is a Cost Plus Fixed Fee nonseverable contract with a period of performance of 9/30/2014 - 9/29/2016. The contract is currently in its second year of performance. Under the current contract, Westat is responsible for multiple tasks. Specifically, Westat's deliverables include important steps in this evaluation such as (1) organizing and participating in meetings to discuss the data collection process, (2) developing and documenting protocols for tracking parents to ensure a high level of retained participation, (3) reviewing and finalizing all data collection protocols, (4) managing the logistics of survey administration and all data collection, (5) designing and developing a secure evaluation information system database which contains all evaluation data, and (6) handling all consent forms in accordance with IRB and OMB. In this supplemental agreement, Westat will be tasked to analyze and provide CDC written summaries of the data analysis findings on parent and child behaviors obtained during the pilot evaluation of the Essentials for Parenting (EFP) resource. The specific analyses involved include multilevel time series analyses and classic multiple baseline analyses. The results of this project will provide evidence either for or against the efficacy of the Essentials for Parenting resource. This project is a division priority and results of this evaluation are needed as soon as possible after the conclusion of the data collection to determine next steps. Westat is in the best position to conduct analyses quickly and efficiently. (1) Time critical. The time necessary to familiarize oneself with the research design, multiple layers of data collected, and the outcomes of interest would create drastic delays in determining effects of the web-based resource. It is anticipated that at least 6 months would be needed to fully understand the project and its multiple components. Thus, CDC would lose at least 6 months before determining next steps for the project, which would create potential delays in dissemination, if effective. The current Contractor, Westat, is the most qualified to conduct the analyses quickly and efficiently, as they currently have access to the data, they created the database, and they can quickly navigate the data to conduct the analyses. Furthermore, Westat has members of their team who have analyzed similar types of data in the past and, as such, are well versed in the analyses required for this project (e.g., multilevel time series analyses, classic multiple baseline analyses). Moreover, they have published manuscripts in the peer reviewed literature utilizing similar methodology and analyses for similar constructs. (2) Proprietary information system. As part of the current evaluation contract, Westat developed and successfully implemented a secure information system database to house all data collected from participating parents. This process took 13 months to complete. Moreover, Westat holds the intellectual property rights to the use of this system. Full and open competition would result in a delay. If this data were released to a different contractor and housed at a different location, we would need to run that system through the Federal IT Security Certification and Accreditation (C&A) process again, which would be time-consuming. Furthermore, it is essential that we obtain the results of the EFP resource's efficacy as soon as possible so that we are able to make changes to the resource as needed. (3) Ethical concerns. As part of the current contract, Westat is responsible for submitting and maintaining the Institutional Review Board (IRB) research protocol. This process is critical to ensuring that the data collected from the participating parents remain confidential and only Westat will have access to matched and linked data. Currently, the consent to participate in research forms that state Westat will be collecting the data and only Westat will have access to the linked data. In order to allow a new contractor to analyze the data, the parents would need to consent to allowing Westat to share their information with a new contractor. This circumstance could have deleterious effects on the trust of those participating in the research and will cause devastating loss of the participant sample and disruption to the necessary timelines in place for analyses. Firms that believe they can provide the services outlined above are encouraged to identify themselves and give written notice to the Government by June 22, 2016. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All inquiries should be in writing.
