- DESCRIPTION: The U.S Army Soldier Systems Center, Product Manager Force Sustainment Systems (PM FSS), Natick, MA, is conducting a market survey for technical information on commercially available washers and dryers that are part of the HCBL. The HCBL is an integrated system that contains washers and dryers inside a 20-foot (20x8x8) International Organization for Standardization (ISO) steel container. The intent of this search is to locate existing washer and dryers that would improve upon the current HCBL. There are two each washers and dryer per HCBL. General requirements are: • Product solutions must be immediately available and commercially tested. • Product solutions should meet or exceed applicable Energy Star and comply with Army Regulation 200-1, Environmental Protection and Enhancement • Must be ruggedized and capable of complying with US military air, sea and ground transportation capabilities IAW MIL-STD 810G, Environmental Engineering Considerations and Laboratory Tests Pertains to washer/extractor only: • Ability to wash and extract water from 50 pounds of laundry per cycle for each washer/extractor. • Cycle length shall not exceed 30 minutes. • System shall be configured as a soft mount. • Maximum system dimensions are 36.75" width by 59" height by 42" depth for each individual washer/extractor. • Washer/extractor must be capable of draining to a waste and reuse tank via either two drain valves or a single three way valve. •Washer/extractor must be capable of interfacing with HCBL automated soap dispenser for laundry cycles. Pertains to dryer only: • Ability to dry at least 50 pounds of laundry per cycle for each dryer. • Cycle length shall not exceed 30 minutes. • Maximum dryer dimensions are 79.5" width 75.75" height x 47.25" depth for each individual dryer. Pertains to washer and dryer: • Capable to process mixed loads of medical surgical gowns, drapes, linens, bed linens, and soldier clothing to acceptable cleanliness levels • Combined system shall be capable of processing 200 pounds of clothing per hour and wash/dry cycles shall not exceed 30 minutes. • Blood stained clothes shall have a minimum cleanliness factor of 4.63 spectroscopy • Operationally capable to run off a 100 KW generator • Be operable on 120/208 volts, single and three phase and 50/60 Hertz • Have electrical connection that will operate on tactical or commercial powers sources (foreign and domestic) • Have a voltage switching capability that will operate on foreign and domestic current • Be operable in temperatures ranging from -25 degrees F to 120 degrees F • Be operational 20 hours a days 7 days a week with remaining time utilized for PMCS. To support this market survey, PM FSS requests that interested parties provide product literature, illustrations, and/or technical data that describe the following areas about their product: 1) Throughput capacity (pounds of washing and drying per system per hour) shall be matched between the washer and dryer to minimize idle time/bottlenecking. 2) Estimated lead time for delivery 3) Size and weight dimensions of the washer and dryer 4) Technical data on operations, reliability, durability and maintainability of the system shall be provided in conjunction with this RFI. 5) Energy consumption rates and/or electrical power demand 6) Current locations and applications where system is in service 7) Material handling equipment requirements 8) Estimated man-hours and skills required to support daily operations and maintenance 9) Shipping configuration (e.g. pallets, skids, ISO containers) 10) Unit prices for an individual washer 11) Unit prices for an individual dryer 12) Estimated per unit delivery price to CONUS locations on the East coast 13) Types, quantities and costs of consumables required to support operation (e.g., filters, chemicals, etc.) Proprietary information will not be disclosed outside the U.S. Government. All interested firms, regardless of size are encouraged to respond to this request for information. It should be noted that this is a market survey and not a pre-solicitation notice. A pre solicitation notice will be published if a formal solicitation is generated. No awards will result from this market survey. Nothing shall be construed herein or through the market survey process to commit or obligate the Government to further action as a result of this market survey. Firms responding to this market survey shall bear all risk and expense of any resources used to provide the requested information, and all information submitted in response to this request shall become the property of the Government and will not be returned to the submitter. Respondents must submit their product brochures, technical data, or other information concerning performance and cost before June 30, 2016. Information shall be limited to no more than ten (10) pages with no smaller than font size ten (10) and at least single-spaced. Page size shall not exceed 8.5" x 11". If provided electronically, the response needs to be in Microsoft Word 2003, Microsoft Word 2007 or Adobe Acrobat 9 compatible format using a size 12 font with one inch margins.
