Requests for a solicitation will not receive a response. Responses to this Sources Sought announcement MUST be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses. This announcement shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. STATEMENT OF WORK A.GENERAL INFORMATION 1. Title of Project: Full Accreditation Site Visit by Accreditation Council for Education in Nutrition and Dietetics (ACEND) for the James J. Peters VA Dietetic Internship Program, which is a 16 month program which prepares interns for entry-level dietetics practice and registration eligibility by offering a variety of supervised practice experiences in areas including clinical, community, food service management and culinary nutrition. Since 1982 the James J. Peters VA Dietetic Internship has been coordinated with New York University to offer a Master of Science degree in Clinical Nutrition 2. Scope of Work: The contractor shall provide accreditation to the James J. Peters VA Dietetic Internship Program at the James J. Peters VA Medical Center. The contractor must be an approved accrediting body by the Commission on Dietetics Registration. The site visit for accreditation must be an in person site visit which will take place at James J. Peters VA Medical Center and will last for 3 days during the month of November 2016. Prior to the site visit the contractor must review the Self Study Report of the James J. Peters VA Dietetic Internship Program beginning August 21, 2016. Re-accreditation of our Dietetic Internship Program will assure continued opportunity for the preparation of qualified nutrition practitioners who assume leadership positions all across the nation. Our graduates are among some of the best clinicians, managers, preceptors, educators, researchers and entrepreneurs. The current Director of Nutrition and Hospitality Service Center is a graduate of the James J. Peters VA Dietetic Internship, as is the current Dietetic Internship Director. Of the 11 Registered Dietitians on staff at JJPVA, 8 graduated from our Dietetic Internship. No patient information or employee information that is considered sensitive will be exchanged with the contractor. 3. Background: From 1946-1975, James J. Peters VA offered a dietetic internship that graduated over 350 students. That program dissolved in 1975. When a new facility was constructed for Bronx VA, plans were initiated to start a dietetic internship combined with a graduate degree from New York University. The Bronx VA Dietetic Internship Coordinated with a Master's Degree in Clinical Nutrition received initial accreditation by the American Dietetic Association (now called the Academy of Nutrition and Dietetics) in 1982, and was reaccredited in 1987, 1994, and 2006. Since our inception in 1982, 33 classes of dietetic interns have graduated. Reaccreditation occurs every ten years with a required Self Study Report review and a required 3 day site-visit. The last site visit occurred October 15-17, 2006. The Accreditation Council for Education in Nutrition and Dietetics (ACEND ®), formerly known as the Commission on Accreditation for Dietetics Education (CADE) is the Academy of Nutrition and Dietetics' accrediting agency for education programs preparing students for careers as registered dietitian nutritionists (RDN) or dietetic technicians, registered (DTR). ACEND ® serves and protects students and the public by assuring the quality and continued improvement of nutrition and dietetics education programs. During the first 12 months of the James J. Peters VA Dietetic Internship Program, interns spend 4 days a week in rotations and one day/several evenings per week attending classes at New York University (NYU). The remaining four months of the program are spent as full-time master's students at NYU. While in rotations, dietetic interns train under the supervision of faculty Registered Dietitians, developing competency in all aspects of providing nutritional care to Veterans in a clinically complex 1b facility. Interns also spend time in food service, community nutrition and a culinary nutrition site to ensure comprehensive knowledge and skill development in required practice areas outside of a clinical setting. In the final four months of the program the interns attend NYU full-time and complete academic and research requirements towards the MS degree. Continued accreditation of the James J. Peters VA Dietetic Internship fulfills one of VA's four statutory missions. As outlined by the Office of Academic Affairs: the Department of Veterans Affairs (VA) conducts an education and training program for health professions students and residents to enhance the quality of care provided to veteran patients within the Veterans Health Administration (VHA) healthcare system. In accordance with this mission, "To educate for VA and for the Nation", education and training efforts are accomplished through coordinated programs and activities in partnership with affiliated U.S. academic institutions 4. Type of Contract: This contract is a one-time purchase Site Visit Fee. The on-site accreditation review fee is required every 10 years, when ACEND site reviewers visit the facility to review the program for re-accreditation. The self-study/site visit fee is based on administrative costs for preparing the review team for the on-site evaluation, processing the self-study report, and preparing reports from ACEND volunteers, plus the average cost of travel, lodging and per diem for each team member participating in the 2 ½day on-site program evaluation. JJPVA Dietetic Internship Program also pays annual calendar year fee ($1,850 effective January 2016). This fee covers overall costs associated with ACEND communications and meetings, staffing and office expenses and responses to general Program Director questions. B.CONTRACT AWARD MEETING The contractor shall not commence performance on the tasks in this SOW until the CO has conducted a kick off meeting, or has advised the contractor that a kick off meeting is waived. C.GENERAL REQUIREMENTS 1.The VA shall provide a written self-study document that outlines all of the ACEND accreditation standards for a non-degree dietetic internship program. 2.The Contractor will provide a site-visit to review continued accreditation of the dietetic internship program. 3.At the conclusion of the scheduled site-visit, the Contractor will provide a written report indicating the ACEND board's decision on accreditation status for the next accreditation period. D.SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES 1.Self-Study document must be completed by the VA Internship Program. 2.A site visit must be conducted by the Contractor (ACEND site reviewer). E. SCHEDULE FOR DELIVERABLES 1. Self-study document is due to the Contractor by August 21st, 2016. 2. Site visit will be conducted by the Contractor November 13-15th, 2016. F.CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. G.REPORTING REQUIREMENTS The VA will submit a self-study document to the Contractor by the Dietetic Internship Director. H.TRAVEL Travel and lodging is included in the cost of the contracting fee. I. GOVERNMENT RESPONSIBILITIES The government will make the facility and staff available in accordance with the established site-visit schedule. The contact person for this site visit is the Dietetic Internship Director. J. CONTRACTOR EXPERIENCE REQUIREMENTS Qualifications of Key Personnel The government will determine on a SR basis what positions are considered key personnel. The contractor shall identify, by name, the key management and technical personnel who will work under this task order at the time the work is being negotiated. If a key person becomes unavailable to complete the SR, the proposed substitutions of key personnel shall be made only as approved directed by the Contracting Officer and the COTR. The government will not dictate specific experience and education requirements of the employees initially proposed to perform the work stated herein. The contractor shall submit a resume of qualifications to the COTR for key personnel and all other direct employees proposed for the project. All Contractor employees will be approved by the COTR prior to bringing on duty. If, at any time from date of award to the end of the contract, non-key Contractor personnel are no longer available, HES/HIS reserves the right to review qualifications of proposed replacement personnel and to reject individuals who do not meet the qualifications set forth in the TLO. Team personnel proposed by the contractor should possess some of the following knowledge and/or skills: Be an ACEND site visitor who has received training through ACEND. The contractor must notify VHA in advance and we will approve or reject proposed contractor key personnel for the performance of this contract. The contractor shall submit a resume of qualifications to the COTR for key personnel and all other direct employees proposed for the project. All Contractor employees will be approved by the COTR prior to bringing on duty. If, at any time from date of award to the end of the contract, Contractor personnel are no longer available, the VHA will approve the qualifications of proposed replacement personnel and will reject individuals who do not meet the qualifications set forth herein. The contractor must inform the VHA COTR, Project Manager and/or Task Manager when personnel are removed from the contract for any reason. The Contractor shall remove any employee from the performance of this contract within five (5) workdays of receiving notice from the Contracting Officer that the employee's performance is unsatisfactory. All Contractor employees are subject to immediate removal from performance of this contract when they are involved in a violation of the law, VA security, confidentiality requirements and/or other disciplinary reasons. oThe contractor must inform the VHA COTR, and Project Manager/Task Manager when personnel are removed from the contract for any reason. oIf a key person becomes unavailable to complete the SR, the proposed substitutions of key personnel shall be made only if approved by the COTR and Project Manager. oThe contractor shall submit a resume of qualifications to the COTR for all direct employees proposed for the project. All Contractor employees will be approved by the COTR prior to bringing on duty. The VHA shall not be liable for further payment of any Contractor employee that VHA requires the Contractor to remove from the performance of this contract. VHA's payment liability, for unsuitable Contractor employees, ends five working days after Contractor's receipt of "removal request" for unsatisfactory performance and immediately for any violation of law, VA security, confidentiality requirements and/or other disciplinary action. K.CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: 1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order, presented to the contractor, shall be submitted to the CO for response. 3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO. L.CONTRACTOR PERSONNEL SECURITY REQUIREMENTS All contractor employees who require access to the Department of Veterans Affairs' computer systems shall be the subject of a background investigation and must receive a favorable adjudication from the VA Office of Security and Law Enforcement prior to contract performance. This requirement is applicable to subcontractor personnel requiring the same access. 1. Position Sensitivity - The position sensitivity has been designated as Low Risk 2. Background Investigation - The level of background investigation commensurate with the required level of access. ACEND does not access the computer systems during the site visit. All Offerors who provide goods or services to the United States Federal Government must be registered in the System Award Management (SAM) located on the web at www.sam.gov. It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to this announcement must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at https://www.vip.vetbiz.gov/.
